City of Danville Public Services Committee met June 25

Here are the minutes provided by the committee:

#1 CALL TO ORDER

Chairman Strebing called the Public Services Committee meeting to order at 6:05 p.m. at the Robert E. Jones Municipal Building, 17 W. Main Street, Danville, Illinois 61832.

Roll Call was answered by Chairman Rick Strebing, Vice Chairman Sherry Pickering, Aldermen Jon Cooper, Eve Ludwig, Tricia Teague, and Darren York. Alderman Robert Williams was absent. A quorum was present.

Others in Attendance: Aldermen Ed Butler, Bob Iverson, Mike O’Kane, and Carolyn Wands, Chief Technology Officer Agnel DSilva, Community Relations Administrator Rheanna Ollis, Comptroller Ashlyn Massey, Corporation Counsel Leon Parker, Deputy City Clerk Rachel Haun, Fire Chief Aaron Marcott, Human Relations Administrator Sandra Finch, IT Administrator Blake Wasson, IT Assistant Suheel Rather, Police Chief Chris Yates, and Treasurer Chris Heeren.

There were 3 audience members and 1 news media in attendance.

#2 APPROVAL OF MINUTES

Chairman Strebing presented the minutes of the regular meeting of May 28, 2024. Alderman York moved to dispense with the reading and asked for approval as presented, seconded by Alderman Teague. On the voice vote, all ayes, no nays; the motion so ordered.

#3 APPROVAL OF AGENDA

Chairman Strebing presented the agenda with addition of item under Finance as item #10-3-A a resolution authorizing Auditing Service Fees & approving Statements of Work for FY 23-24 Financial Statement Audits and asked for approval of agenda as amended. Alderman Ludwig moved for approval as amended, seconded by Alderman York. On the voice vote, all ayes, no nays; the motion so ordered.

#5 CHAIRMAN’S COMMENTS – none reported.

#6 APPROVAL OF PAYROLLS

Chairman Strebing presented Payrolls for June 21, 2024, of $106,709.36, moved to dispense with the reading and asked for approval, seconded by Alderman Teague. There being no questions or discussion, the roll call vote being:

Ayes: Aldermen Pickering, Ludwig, Teague, York, Cooper, Strebing

Nays: None

Absent: Alderman Williams

Motion carried 6 to 0 with 1 absent.

#7 APPROVAL OF VOUCHERS PAYABLE

Chairman Strebing presented the Schedule of Vouchers Payable for the special run of June 18, 2024, of $960.00, special run of June 20, 2024, of $328,985.69, and regular run of June 25, 2024, of $630,192.20, moved to dispense with the reading and asked for approval, seconded by Vice Chairman Pickering. There being no questions or discussion, the roll call vote being:

#8 CITY CLERK’S REPORT – Rachel Haun, Deputy City Clerk

#8-A) Items of Information

• Payments being Accepted for the Annual Liquor and Video Gaming licensing.

• Continuing training on Citizen Serve Business Licensing Software

#9 COMMUNITY RELATIONS – Rheanna Ollis, Community Relations Administrator

- The office is updating social media platforms, letterheads, press release, and business cards with the new rebrand style. Radio slots are booked to help market the rebrand.

- Administrator Ollis spoke at Neighborhood Associations meetings to discuss the NAMG program.

- The City of Danville website has launched with more user-friendly features and work continues to keep information ADA compliant.

- Working on a mobile app feature to launch in a month.

- Newly hired Community Relations Coordinator Caleb Bryant and Community Relations Professional Intern Lindsey.

- Community Relations Coordinator Byrant is an Indiana State University graduate with a bachelor’s in communication. Coordinator Bryant is working on next First Friday’s event Downtown Carnival to be held July 5 from 5:00 to 8:00 pm. The event will feature a zipline, rock wall, mechanical bull, Joyful bubbles, bounce houses, live music and more.

- Community Relations Intern Franz is currently obtaining her bachelor’s degree in graphic design from Illinois State University. Her projects are designing city-wide email signatures and business cards, creating flyers for upcoming event, social media posts, and banners that cross Vermilion Street, and updating First Fridays sponsors logos on Facebook and the First Friday’s website page.

- Vendor applications are being accepted for the Vermilion River Fall Festival to be held September 20, 21, and 22.

- Alderman Teague asked if there is a new texting feature and how the new website has been made more user friendly. Administrator Ollis shared that the texting feature is now part of the website and at a cost savings. Citizens and department heads were asked for feedback, prior to the new website, to advise the city on what they would like to see to make the website more user friendly. Comments were documented and that document is available and will be sent upon request.

#10) FINANCE - Ashlyn Massey, Comptroller

#10-A-1) FINANCE MONTHLY REPORT

RISK MANAGEMENT MONTHLY REPORT

The Risk Management monthly report included the May 2024 Statistics for BC/BS & Health Alliance Insurance Premiums for employees, firefighter and police duty disabilities and health incentive retirees that totaled $311,651.00, for retirees $38,939.30, for Library Employees $17,826.00; May Worker’s Compensation totaled 6, with 11 Liability claims submitted. Health premiums in May 2024 totaled $368,416.30 compared to health premiums for May 2023 totaling $346,091.90.

#10-A-2) PERSONNEL MONTHLY REPORT

The monthly Personnel Report as of June 25, 2024, included 263 employees eligible for benefits and 59 parttime/seasonal/temporary/intern employees, with 3 new hires, 6 separations, and 1 transfers/promotions.

Applications are being accepted for Assistant Corporation Counsel, City Comptroller, City Engineer, Engineer I, II, or III, Lifeguards, Mass Transit Mechanic, Police Officers, Program Support Specialist, and Extra Board Bus Drivers, which are on-going.

#10-A-3) Comptroller Massey asked for approval from committee to bring to the July 2, 2024 City Council meeting a resolution authorizing Auditing Service Fees and Approving the Statements of Work for the Fiscal Year 2023-2024 Financial Statement Audits to approve a single audit of the City’s major program, GATA CYEFR Audit, utility billing testing, and technology fees for the audit of the City; $12,600 for Danville Mass Transit; and $6,900 for the Danville Public Library; Totaling $149,835; increase the budget for 001-011-00-52021 Auditing by $8,835 for Fiscal Year 2024-2025 with funds to come from General Fund reserves.

Comptroller Massey reported that all bank reconciliations associated with Fiscal Year 2023 are posted in New World and all are current through May. CliftonLarsonAllen has agreed to a one-year engagement to assist the City in completing required annual audits with the intent that the City will seek another multi-year contract required in the coming year upon completion of the Fiscal Year 2023-2024 audit. Audits are due to the state 120 days after the end of our fiscal year, which is early November. Committee gives approval to take to the July 2, 2024 City Council Meeting.

- Comptroller Massey shared that all the individual bank accounts are now broken down and bank reconciliations are complete in the system.

- Multiple ARPA Stormwater Projects should be going out to bid Mid-July. The deadline for ARPA is to have everything encumbered by December 31, 2024.

- Comptroller Massey has 28 more business days before transitioning out as Comptroller for the City of Danville with the last day of employment of August 6, 2024, and is working on prepping the budget schedule, creating timeline and deadline sheets, and making detailed notations of ongoing and upcoming projects.

- There is an open Billing and Collections position, and interviews are ongoing.

- A list of ARPA funded projects is available and can be shared upon request.

- All ARPA funds must be committed, have a contract, bid award, and PO created by December 31, 2024. The actual checks must be cut and distributed by December 31, 2026.

- The separate checking account for the ARPA funds is earning interest. We are allowed to keep that interest and put it into the General Fund as revenue. The interest funds have not been transferred at this time as we are waiting to see if there are any projects that may go over budget.

#11) FIRE – Aaron Marcott, Fire Chief

#11-A) Chairman Strebing presented a Resolution Authorizing a Budget Amendment for the Purchase of a

Ferrara Igniter Custom Pumper Apparatus in the amount of $776,000.00 by re-encumbering other City (nonARPA) funds to be paid from Line Item 001-022-00-55015 Vehicles, moved to dispense with the reading and asked for approval, seconded by Alderman Teague. Chief Marcott shared that due to delays in the manufacturing this purchase may not be encumbered with ARPA funds prior to the December 31, 2024 deadline and requests this PO 2023-00000606 be paid from non-ARPA funds. There being no further questions or discussion, the roll call vote being:

Ayes: Aldermen Teague, York, Cooper, Pickering, Ludwig, Strebing

#11-B) Chairman Strebing presented a Resolution Authorizing the Purchase of a Ferrara Cinder Custom Pumper Apparatus from A.E.C. Fire & Safety in the amount of $837,217.00 Line Items 705-705-00-ARPA1 Public Health in the amount of $564,558.59 and 001-022-00-55015 Vehicles, moved to dispense with the reading and asked for approval, seconded by Vice-Chairman Pickering. Chief Marcott reported this vehicle is available to replace the 1992 Engine 19 that fits the smaller bays in Station 2 with needed repairs on this current engine are exceeding its value. The purchase of this truck can be completed within the ARPA December 31, 2024 deadline. There being no further questions or discussion, the roll call vote being:

#11-C) Chairman Strebing presented a Resolution to Approve the Purchase of a Genesis Rescue System for an amount not to exceed $50,000 from line item 302-302-00-55016 FY 2024-2025, moved to dispense with the reading and asked for approval, seconded by Ludwig. There being no questions or discussion, the roll call vote being:

#11-D-1) Fire Chief Monthly Status Report

- Total Incidents Year to Date (YTD) 2,093 with 56 Structure Fires YTD, 1,339 EMS Responses, 98 Calls for Service, and 117 False Alarms.

- Total Fire Incidents (Non-Structure) YTD 110 with 77 Hazardous Conditions, 293 Good Intent, and 3 Other

- Lieutenant Promotion Exam Testing is underway.

- Illinois Department of Public Health Inspections passed, and the Insurance Service Office (ISO) Inspection was conducted June 17, 2023 with results expected in the winter.

- Application Period for Probationary Firefighters Closed June 15, 2024.

- Firefighter Recruit Physical Agility Testing was held June 22, 2024.

- Firefighter Recruit Written Exam will be held July 13, 2024.

- Promoted Four to New Ranks: 1) William Ryan (18 years of Service) to Assistant Chief 1st Battalion; Chad Busick (24 Years of Service) to Captain 2nd Battalion; Neil Yelenick (25 Years of Service) to Captain1st Battalion; and Brock Dieu (12 Years of Service) to Lieutenant 2nd Battalion.

- Retirements for May: Firefighter Sean Lange (23 Years of Service) and Assistant Chief Todd Spicer (27 Years of Service).

- Work has begun on the Fire Station Study with tours of other stations, speaking with architects and builders to learn the process, researching funding options, and attending conferences. A request for proposal is out for August 5, 2024, deadline as Phase 1 which will work on design and budgets.

#12 HUMAN RELATIONS – Sandra Finch, Administrator

#12-A-1) Monthly Status Report

New Complaints for the period of May 21, 2024, through June 17, 2024, the office handled 13 complaints, which consisted of 1 police complaint; 1 employment complaint; 3 complaints against city employees (closed: 2); 5 housing complaints (closed: 4); 3 public accommodation complaints (closed 3). Status of Open Cases since Last Month’s Report: 1 police complaint; 3 employment complaints; 2 complaints against city employees (closed: 2); 2 housing complaints (closed: 2); and 0 public accommodation complaints.

• The Mary Thompson Community Day will be held Sunday, July 14, 2024, in downtown Danville starting at 2:30 p.m.

#13 INFORMATION TECHNOLOGY – Agnel DSilva, Chief Technology Officer

#13-A-1) Items of Information

- Chief Technology Officer DSilva introduced new IT Administrator Blake Wasson.

- CT Officer DSilva shared he has completed 10 years with the City of Danville and 24 years total associated with the City of Danville including time as a consultant.

#14 LEGAL – Leon Parker, Corporation Counsel

#14-A-1) Items of Information – Monthly Report

- The statistical report for May 20, 2024, to June 20, 2024 was provided in the agenda packet. There was no discussion or questions pertaining to the report.

- Counsel Parker reported that the 2 new Rental Housing Inspectors will begin on July 1. The inspectors will be addressing tenant housing complaints.

#15 POLICE – Chris Yates, Police Chief

#15-A) Chairman Strebing presented a resolution approving a Memorandum of Understanding between the Danville Police Department and CRIS Healthy Aging, moved to dispense with the reading and asked for approval, seconded by Alderman York. There being no questions or discussion, the roll call vote being:

#15-C) Chairman Strebing presented a resolution authorizing the Purchase of a Police Department Vehicle from Watt Police Cars in the amount of $28,000.00 from line item 001-021-00-55015 (Vehicles) of a: 2021 Ford Explorer police Interceptor Vin: 1FM5K8AB2MGB83585 moved to dispense with the reading and asked for approval, seconded by Alderman Teague. Chief Yates reported the vehicle purchase, with a rebuilt engine, falls within the budget and the relationship with this company shows it is a reliable company to do business with. There being no further questions or discussion, the roll call vote being:

#15-D) Chairman Strebing presented a resolution approving an Application to the Office of the Illinois Attorney General for the FY25 Organized Retail Crime Program, moved to dispense with the reading and asked for approval, seconded by Alderman Teague. #15-E) Items of Information

#15-E-1) Monthly Report

- Seeing the same trend of offenses from those individuals on pretrial release.

- The 5-year data crime report will be released soon and should be promising.

- The officers at PTI are doing very well.

- The Police Department will work with the rental inspectors to notify of concerns when responding to calls at rental residences.

- The traffic speed radar sign has been ordered for the location requested by Alderman Cooper. Chief Yates shared the radar signs have helped in reduction of traffic accidents due to alerting drivers of their speed and increasing driving awareness. 

- The Intel Analyst began on Monday.

- The online reporting is up and running which assists individuals that don’t need to speak with police but may need a copy of a report and assist to free up officer’s time to go toward more proactive police work.

- Friendly Town is very busy.

- An event will be held at Friendly Town on July 27, partnering with OSF, hosting a mini-marathon and an outdoor fun day for kids.

#16) CLOSED SESSION was not needed.

- Chairman Strebing shared the Thunder of Vermilion Boat Races are this weekend at the Gao Grotto with races, Friday, Saturday and Sunday, and free live music.
