1. Resolution 24-05-01, A Resolution Awarding the Alternate Bid for the Main Street Streetscape Project (400 East Main Block) to Mid Illinois Concrete & Excavation, Inc. for the Amount of $1,939,589.00. Hedrick went over the bid results with some detail. She states that there were only 2 bidders, DUCE Construction and Mid Illinois Concrete and Excavation, Inc. She adds that there were several other companies with interest in the project however ultimately the companies expressed that they could not meet the Village deadlines. Metzger questioned whether there would be any penalties if the contractor does not meet the deadlines. Hedrick stated that there are liquid penalties and the amount is based on the precedence IDOT set forth. Hedrick then describes the material of the blocks that will be used and states that Crowley had soaked on of the blocks in salt water for several weeks. The result was the block did not show any signs of damage. Crowley speaks up and addressed his concerns with the block and adds that he is taking measures on how to handle potential problems. Metzger asked how will this affect snow plowing, Crowley answers that it is a concern however he is going to have to use a non-steel edged plow and that they would most likely use hi service truck as it has a more precise salting mechanism and is smaller than their current plow trucks . Brown agreed and stated that other communities use special blades on similar types of block surfaces. Widener asked if there were any more comments or questions. None are presented, Widener called for a motion to approve the resolution awarding the bid. Harpst moved and Oliger seconded. Mohr called the roll ALL VOTES YES 6-0. Resolution 24-05-01 is approved.

6. ADJOURNMENT: Widener adjourned the special meeting and moved into the Study Session at 6:14 PM.
