Champaign County Board Highway & Transportation Committee met March 8

Here are the minutes provided by the committee:

I. Call to Order 

Committee Vice-Chair Michaels called the meeting to order at 9:10 a.m.  

II. Roll Call 

A verbal roll call was taken, and a quorum was declared present.  

III. Approval of Agenda/Addendum  

MOTION by Straub to approve the agenda; seconded by Sexton.  

Upon vote, the MOTION CARRIED unanimously.

IV. Approval of Minutes – February 9, 2024 

MOTION by Taylor to approve the minutes of the February 9, 2024 meeting; seconded by Carter. Upon vote, the MOTION CARRIED unanimously 

V. Public Participation

VI. Communications 

None 

VII. County & Township Motor Fuel Tax Claims February 2024 

MOTION by Straub to receive and place on file the County and Township Motor Fuel Tax Claims for February 2024; seconded by Taylor.  

Upon vote, the MOTION CARRIED unanimously.

VIII. C-CARTS Presentation 

Emma Woods (CCRPC/Program Compliance Oversight Monitor) gave a presentation for the  annual grant applications for C-CARTS. Woods provided a background of C-CARTS and outlined  the services provided. She then discussed current projects, funding, vehicle inventory, and  potential services. Woods explained to continue to receive rural public transportation operating  funding, Champaign County is required to submit grant applications annually for FTA Section 5311 (Rural Public Transportation) and IL Downstate Operating Assistance Program (DOAP). The grants are awarded based on the Illinois Department of Transportation’s Fiscal Year (July 1,  2024-June 30, 2025). Ms. Woods and Ms. Morocoima-Black answered questions from  committee members.  

Lorraine Cowart joined the meeting at 9:20AM 

IX. FY 2025 Section 5311 Rural Public Transportation and Downstate Operating Assistance Program (DOAP) Applications for Champaign County Area Rural Transit System (C-CARTS) 

A. Resolution Authorizing Execution and Amendment of Section 5311 Grant Agreement

B. Public Transportation Ordinance 

C. Acceptance of the Special Warranty  

D. Resolution Authorizing Execution and Amendment of Downstate Operating Assistance Agreement 

MOTION by Michaels to approve agenda items A, B, C, and D; seconded by Carter. Upon vote, the MOTION CARRIED unanimously. 

X. Petition requesting and Resolution Approving the Appropriation of Funds from the County Bridge Fund, Brown Township #24-02145-00-BR 

Blue discussed a bridge located in Brown Township on 3400N that needs the bridge deck replaced. The estimated cost is $600,000. The work would probably be done in fiscal year 2025  or 2026.  

MOTION by Sexton to approve the resolution; seconded by Michaels.  

Upon vote, the MOTION CARRIED unanimously 

Mr. Blue said the Resolutions for agenda items XI & XII are correct. The original agenda had the  items listed incorrectly.  

XI. Resolution Appropriating $400,000 from County Bridge Funds for Deck Replacement of Structure #010-3339, County Road 16, Section #24-00143-00-BR Blue said a bridge on County Road 16, east of Pesotum needs the deck replaced. The cost of the single span deck replacement is estimated at $400,000.  

MOTION by Carter to approve the resolution; seconded by Straub.  

Upon vote, the MOTION CARRIED unanimously 

XII. Resolution Appropriating $750,000 from County Bridge Funds for Deck Replacement of Structure #010-0249, County Road 8, Section #24-00144-00-BR Blue discussed a bridge deck replacement on County Road 8 near Foosland. The estimated cost of the 3-span deck replacement is $750,000. 

MOTION by Michaels to approve the resolution; seconded by Sexton.  

Upon vote, the MOTION CARRIED unanimously

XIII. Resolution Authorizing the County Executive to Sign an Intergovernmental Agreement Between  the Village of Savoy and the County of Champaign for Project Funding on Curtis Road in Savoy  Blue informed the committee that the Village of Savoy was awarded a huge grant to improve the Curtis Road corridor, between Prospect Avenue to First Street, along with construction of a grade separation structure at the crossing of Curtis Road and the associated rail track alignment. This project has been planned and advocated by the Village and County for several decades The County’s share with no future obligation is $862,500. The Intergovernmental Agreement was drafted by the Village of Savoy and approved by the State’s Attorney.

B. Curtis Road Original Intergovernmental Agreement Between the City of Champaign, Village of Savoy, and the County of Champaign 

MOTION by Michaels to approve the resolution; seconded by Taylor.  

Upon vote, the MOTION CARRIED unanimously 

XIV. Other Business 

• Blue discussed a Certificate of Authority document that is needed for the annual Procurement Process for the County’s salt purchase. Due to timing, a Resolution and Certificate of Authority will be sent directly to the full County Board on March 21, 2024.

None 

XVI. Designation of Items to be Placed on the Consent Agenda 

Cowart stated that items VIII thru XIII be placed on the consent agenda. 

XVII. Adjournment 

There being no further business, Chair Cowart adjourned the meeting at 9:50 AM.
