Here are the minutes provided by the board:

The monthly meeting of the Mayor and Board of Trustees met at 6:00 PM on December 19, 2022 in the village hall. The following members were present: Mayor Frazier, Trustee Hyde, Trustee Frydenger, Trustee Keirl, Trustee Walsh, Trustee Powers, Trustee Embree, DPW Mark Blickensderfer, Treasurer Samantha Schenkel, Attorney Susan Nicholas, and Interim Clerk & Collector Tanya Frazier. Clerk Tina McCarty absent.

CALL TO ORDER

I. CONSENT AGENDA

A. Approve minutes: November 20, 2022

B. Approve claims report

C. Approve financial reports

No further discussion and a MOTION to approve the consent agenda was made by Trustee Hyde, seconded Trustee Kierl. Roll Call: all Yeas. Motion carried by Omnibus Vote.

II. WATER ADJUSTMENTS

A. Motion was made by Trustee Frydenger seconded by Trustee Keirl to approve water adjustment for Mary Baker October Water bill $103.45 to $47.16 and November Water bill $334.93 to $178.03. Roll Call all yea.

B. Motion was made by Trustee Keirl seconded by Trustee Walsh to approve water adjustment for Kathleen Perkins October Water bill $175.39 to $91.54 and November Water bill $76.21 to $41.95. Roll Call all yea.

III. UNFINISHED BUSINESS

A. Discussion / Action on Water Main Project – no update

C. Discussion / Action on 207 E South Street

1. Approve Fehr-Graham to perform pre-demolition asbestos inspection – Fehr Graham notified Board of asbestos inspection cost of $6750.00. Motion was made by Trustee Hyde, seconded by Trustee Powers, to approve Fehr Graham pre-demolition asbestos inspection in the amount of $6750.00. Roll Call, Trustee Frydenger abstained, all yeas.

2. Approve demolition plans, specs and bid documents for advertisement – Fehr Graham submitted documents to President and Lawyer with a discussion ensuing regarding NSPE documents and AIA standards. Fehr Graham added AIA wording as a separate section to give the Village a bit more insurance. Tom Overmeyer believes the plans and specifications are ready to advertise with a proposed schedule of: asbestos testing 19-24 Ded, advertising open 19-20 Dec, with bid openings to occur ~12 Jan, and bid selection to be discussed/acted upon at the 16 Jan Monthly Meeting. If the asbestos report is not received the 1st week of Jan, may have to slip bid opening to 19 Jan with a Special Meeting to follow. Motion was made by Trustee Keirl, seconded by Trustee Powers, to approve Fehr Graham to advertise demolition plans, specs and bid documents. Roll Call, all yeas.

D. Discussion / Action on MFT / Drainage Fund Spring 2023 project development

1. Discussion / Action on 2023 MFT projects – Fehr Graham will have full 2023 Program for approval at Jan Monthly Meeting. Fehr Graham will have full 2022 Program Closeout for approval at Jan Monthly Meeting

2. Update on Carter Street drainage project development – DPW has sewer camera scheduled for the week of 19-23 Dec. Update to be given in Jan Monthly meeting.

3. Update on South Street sidewalk improvement / ADA compliance study – recently assigned to Fehr Graham Engineer; will have an update at the Jan Monthly Meeting.

E. Discussion on 2023 Consolidated General Caucus / Consolidated General Election – Trustee Powers gave an update on the 2023 Caucus – 2 people running for 2 of the Trustee 4 year term positions and 1 person running for the President 2 year unexpired position. Will have 3 Trustee positions open after the elections to be held 4 Apr 2023.

F. Ratification of residential solid waste collection contract – Motion was made by Trustee Keirl, seconded by Trustee Powers, to ratify Waste Management Residential Garbage Service contract. Roll Call, all yeas.

IV. NEW BUSINESS

A. Discussion / Action of Ordinance NO. 678-2022: to amend Title 4, Chapter 1, Licenses and Permits Required Generally and Title 6, Chapter 4, Article A, Dogs and Cats – Motion was made by Trustee Powers, seconded by Trustee Keirl, to approve Ordinance NO. 678-2022: to amend Title 4, Chapter 1, Licenses and Permits Required Generally and Title 6, Chapter 4, Article A, Dogs and Cats. Roll Call, all yeas.

B. Discussion / Action on Zoning Board recommendation for Beth Medlen application for special use permits for two lots in the residential district – 22 Nov Zoning Board of Appeals recommended to Village Board to approve Beth Medlen’s application for Special Use Permit to construct 2 Special Use Duplexes. Trustee Walsh asked Ms. Medlen for a quick description of the Project before votes. Motion was made by Trustee Frydenger, seconded by Trustee Hyde, to adopt recommendation of Zoning Board to issue Special Use Permit to Ms. Medlen for stated purpose. Roll Call, all yeas.

C. Discussion / Action on Employee Holiday bonus – Motion was made by Trustee Walsh, seconded by Trustee Frydenger, to approve $200.00 Holiday Bonus for Village Employees (Blickensderfer, Endrizzi, Vulgamott, McCarthy, Schenkel, Frazier, T.). Roll Call, five yeas, one nay, Motion carries.

V. EXECUTIVE SESSION

A. Closed Session discussion on 5ILCS 120/2 (c) (11): Discussion of pending, probable Threatened or imminent litigation.

– Motion was made by Trustee Powers, seconded by Trustee Frydenger to move into closed session 5ILCS 120-2(c)11 at 6:36PM. Roll call, all yeas.

– Motion was made by Trustee Keirl, seconded by Trustee Powers to move out of closed session at 6:51PM. Roll call, all yeas.
