City of Urbana Cunningham Township Board met Oct. 10.

The Cunningham Township Board met in regular session at 6 p.m. in the Urbana City Council Chambers.

ELECTED OFFICIALS PHYSICALLY PRESENT:

Chair: Mayor Diane Marlin

Township Clerk: Phyllis D. Clark

Trustees: Maryalice Wu, Christopher Evans, Shirese Hursey, Jaya Kolisetty, Chaundra Bishop, Grace Wilken, James Quisenberry

Supervisor: Danielle Chynoweth

Assessor: Wayne Williams

I. ROLL CALL

With a quorum present Mayor Marlin called the meeting of the Cunningham Township Board to order at 6:02 p.m.

II. APPROVAL OF MINUTES

September 12, 2022 Meeting and Public Hearing

Motion by Trustee Wu to approve and seconded by Trustee Quisenberry.

Mayor Marlin noted that her attendance was physical not remote and that she was Chair. Voice vote:

AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken, Quisenberry

NAY: None

III. ADDITIONS TO THE AGENDA

Motion to move the closed session to precede new business by Trustee Bishop and seconded by Trustee Kolisetty.

AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken, Quisenberry

NAY: None

IV. PUBLIC INPUT

None.

V. COMMITTEE TO VERIFY BILLS

a. Town Fund

b. General Assistance Fund

Presented by Supervisor Chynoweth. Shared the monthly expenditures including $42,202.39 from the Town Fund, $94,169.81 from the General Assistance Funds, and total of $136,372.00. Detailed expenditures can be found in the Town Bills report. Questions ensued.

Motion to approve by Trustee Wu and seconded by Trustee Quisenberry.

VI. REPORTS OF OFFICERS

Supervisor Chynoweth shared updates from the last month recorded in the Supervisors Memo. Supervisor noted that the homeless client numbers are down from the previous month. Chynoweth reviewed the client service statistics for township programs. The Supervisor shared that Cunningham Township and their community partners have already expended half of their annual budgeted amounts for their Rental Assistance programs. In response to this, Township has reduced their assistance level from three months to one month. Chynoweth announced an increase in housing capacity for homeless families but explained that the waitlist has remained as the need has continued to increase. Questions and discussion ensued.

a. Quarterly Financial Review

Supervisor Chynoweth shared the Quarterly Financial Review. Chynoweth highlighted any funds that were in excess of 25% of their budgeted amount for the fiscal year as they are currently a quarter of the way through the year. Questions and discussion ensued.

b. Presentation on the State of Homeless Services for Township Residents

Supervisor Chynoweth shared a PowerPoint presentation on the State of Homeless Services for Cunningham Township Residents. Chynoweth reviewed current programmatic services including: immediate needs, emergency shelter options, transportation help, housing services, and other links. Chynoweth reviewed service statistics for each program and observations from the Case Managers of each program about their client’s greatest needs. Supervisor provided details on current gaps in community services and highlighted the client needs currently unmet. Questions and discussion ensued.

VIII. NEW BUSINESS

a. Resolution No. T-2022-10-017R: A Resolution Renewing the Lease for the Assessor’s Office (Lincoln Square)

Motion to postpone consideration of item until next meeting by Trustee Quisenberry and seconded by Trustee Bishop.

Vote by roll call.

AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Wilken, Quisenberry

NAY: None

IX. CLOSED SESSION: Property, pursuant to 5 ILCS 120/2(c) (5)

Motion to enter closed session by Trustee Quisenberry and seconded by Trustee Wu. Vote by roll call:

With no further business to come before the Township Board Mayor Marlin declared the meeting adjourned at 7:28 p.m.
