City of Gibson City Council met Jan. 24.

Here are the minutes provided by the council:

Call to order at 7:00 p.m. by Mayor Dickey at the Gibson City Firing Range.

Roll Call:

Others present: Supts. Wayne Link and Tyler Martin, Chief Adam Rosendahl, City Attorney Marc Miller, Mike Friend of Farnsworth Group, and Ross Brown, Ford County Chronicle, Firing Range Chairman Mike Carley, and members: Al Brownlee, Brandon Thomas, Tom Davis, Jerry Minion; also attending were Regina Luparell with sons Logan and Eric, representing Boy Scouts and Cub Scouts.

Scout Logan Luparell led council in Pledge of Allegiance.

Alderman Miller made a motion approve minutes of January 10, 2021, 2nd by Alderman Fisher. Motion to approve minutes carried 5-0

Treasurer’s Report: None.

Administrative Report None.

COMMITTEE REPORTS None.

Old Business:

A. Consideration to purchase new air compressor for the Water Treatment Plant. Supt. Tyler Martin stated he had received a 2nd bid and it was the same as the first. Recommended to purchase.

Motion by Alderman Celeschi, 2nd by Alderman Tongate to approve this purchase as presented not to exceed: $6,900.00, to be paid from Water Fund, Misc. line item. Motion carried 5-0.

Approval of Bills:

Motion made by Alderman Fisher to pay 1 check from T.I.F. #2 - $11,412.50. 2nd by Alderman Celeschi, Motion carried: 5-0.

Motion made by Alderman Fisher to pay General Fund bills in the amount of $200,943.64, 2nd made by Alderman Tongate. Motion carried 5-0.

NEW BUSINESS ITEMS:

A. Consideration of Repairs and Remodeling at the Firing Range Building. Chairman Mike Carley addressed the council, stating the committee was created 12 years ago by Mayor Dickey, and over the years the Committee has donated time and materials to the building. Mayor Dickey clarified that it is a city owned building, city pays the utilities and insurance, and the Committee has in fact made a big donation to the success of the public firing range. It has been years since physical improvements of substance have been made, and at this time the committee and council physically walked around the building to see the range and needed repairs as pointed out by the committee. Supt. Link has a proposal to replace the range doors with roll downs, as well as pouring some concrete. His crew will do the work and his proposal for all repairs on his list can be covered with $6,000.00. Supt. Link stated he felt there is enough in City Maintenance of Buildings, but Mayor Dickey suggested this can come from TIF 3.

Motion was made by Alderman Celeschi to approve the repairs as presented at a cost not to exceed $6,000, to be paid from TIF 3, 2nd by Alderman Tongate. Motion carried 3 in favor with Davis and Miller abstaining because they own property in TIF 3.

Alderman Tongate, as Chairman of Buildings and Grounds Committee offered to have a committee meeting before budget meetings to give Supt. Link an opportunity to review his list of buildings and repairs with her committee. No meeting date was called at this time.

Motion to adjourn made by Jr. Alderman Haley Wahl, 2nd by Alderman Fisher, meeting adjourned at _______________7:40 p.m.
