City of Urbana Civilian Police Review Board Met May 14.

Here are the minutes provided by the board:

MEMBERS PRESENT: Scott Dossett, Anthony Rice, Katrina Kindle 

MEMBERS NOT PRESENT: Tony Allegretti, Ricardo Diaz 

1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 

Substitute Chair Scott Dossett called this special meeting of the Urbana Civilian Police  Review Board to order at 6:00 p.m. Chair Dossett asked about the status of Tony  Allegretti and it was shared that Tony Allegretti would not be present. Dossett stated  procedure would include public input, followed by closed session, decisions, and finally  adjournment. 

2. PUBLIC PARTICIPATION 

Grace Wilken, City Council Person for Ward 6 shared an interest in a closer collaboration  between the City Council and CPRB. Citing the importance of City safety and Police  accountability. 

Dennis Roberts acknowledged the upcoming retirement of CPRB member Scott Dossett.  Mr. Roberts shared compliments and perspective on Mr. Dossett’s 13 ½ years of service  and thanked him. 

Tracy Chong shared that in the past her recollection was that after closed session the  CPRB used to have discussion as to the how and why of the vote. This was done by  maintaining confidentiality, but rather a discussion of the reasoning behind the vote and  she would like to the CPRB return to such discussion when returning from closed  session. 

Christopher Hansen stated that he was not in agreement with comments made previously  by Dennis Roberts in regards to the assessment that CPRB was being run fruitfully. Mr.  Hansen share he felt that CPRB should review all of the Taser usage videos. He shared  his feelings saying that complainants are unable to see the full un-redacted responses or  full report of investigations the aid in rendering decisions. Mr. Hansen shared he felt that  the redacted portions of the report were the most pertinent parts of the process. 

3. MOTION TO GO INTO CLOSED SESSION FOR THE PURPOSE OF  CONDUCTING AN APPEAL HEARING pursuant to 5 ILCS 120/2(c)(1) to consider  and/or hear testimony on a complaint lodged against an employee of the public body or  against legal counsel for the public body to determine its validity. 

4. Katrina Kindle made a motion to go into closed session for the purpose of conducting an  appeal hearing on cases AP20-14. Tony Rice seconded the motion. The motion carried by a roll call vote. 

5. MOTION TO RECONVINING PUBLIC SESSION TO UNDERTAKE SUCH  ACTION, IF ANY, AS THE BOARD DEEMS APPROPRIATE Scott Dossett called  for a motion to return to open session. Katrina Kindle made the motion. Tony Rice  seconded the motion. The motion carried by roll call vote. 

Scott Dossett asked for any discussion on AP20-14 prior to the vote. Scott Dossett  shared the issued centered around mandating complaints be notarized. Scott Dossett  shared that while this was a past practice, the Pandemic had forced a change in policy due  to the delay in being able to notarize any documents due to a building shutdown. 

Tony Rice noted there had been an email exchange further sharing the need for the  change in notarization requirement due to the lack of knowledge of how long the  Pandemic might last, and that he was in agreement with keeping with a no notarized  policy. 

Katrina Kindle concurred after asking for and receiving more clarity revolving around the  notion of requiring notarization of complaints. 

Chair Scott Dossett called for a motion to vote on case AP20-14. Katrina Kindle made a  motion on case AP20-14 that the Civilian Police Review Board sustain the findings of the  UPD Police Chief. Tony Rice seconded the motion. The motion carried by roll call vote  as follows: Dossett – yes; Kindle – Yes; Rice - Yes. 

6. ADJOURNMENT 

Katrina Kindle made a motion to adjourn. Anthony Rice seconded the motion. The  motion carried by a roll call vote.
