U of I enrollment falls to record low 54% in-state students; record-high 11,474 foreign nationals

Nearly half of the students at Illinois’ flagship taxpayer-funded university are now foreign nationals or from out-of-state, according to a Chambana Sun analysis of school enrollment data.

For the 2021-22 school year, the University of Illinois at Urbana-Champaign (UIUC) reports that of its 56,257 students, a record low 54% are Illinois residents, versus 26% from out-of-state and 20% who are foreign nationals.

Last year, 57% of UIUC students were Illinois residents, a drop from 69% in 2010, 78% in 2000, 85% in 1990 and 90% in 1980, according to the Chambana Sun analysis.

In the 1975-76 school year, UIUC’s student enrollment was 90% in-state, 6.4% out-of-state and 3.5% foreign nationals.

UIUC reports that 11,474 students enrolled in Sept. 2021 are foreign nationals, including 6,758 graduate and professional students and 4,716 undergraduates.

Only 173 undergraduates at Illinois’ land grant university were non-U.S. citizens in Sept. 1975. That total has risen steadily-- to 330 in 1990, 725 in 2000, 3,495 in 2010 and a peak of 5,569 in 2017. 

China, India, California

China will provide more students to UIUC this year than every Illinois county except Cook.

In total, 5,411 Chinese nationals will attend the Urbana-Champaign campus, 2,643 of whom are undergraduates.  That’s more than Dupage County (3,492/2,948), Lake County (2,626/2,264) and Will County (1,857/1,604). 

Internationally, ranking behind China are India (2,394 students/712 undergraduates), South Korea (916/471), Taiwan (428/123), Canada (140/44), Indonesia (130/81), Turkey (101/38), Nigeria (93/6), Bangladesh (86/6) and Spain (83/57).

California is the leading out-of-state source of UIUC students, home to 2,585, 1,310 of whom are undergraduates. New Jersey (641 students/356 undergraduates), New York (477/164),  Florida (368/97, 26 of whom are on the football team), Michigan (353/80), Ohio (316/81), Massachusetts (280/118) and Georgia (234/88).

In 1990, UIUC had 160 students enrolled from California, 115 from New Jersey and 187 from New York. Missouri (243 students) was its largest out-of-state source.

Indiana University at Bloomington reports that 10% (4,748) of its 45,328 students enrolled in fall 2021 are foreign nationals. India (1,988) China (1,540), South Korea (487), Saudi Arabia (270) and Mexico (217) are the leading sources.

University of Iowa reported fall 2021 enrollment of 30,318, 1% of whom (312) are foreign nationals.

The University of Illinois System will spend $6.7 billion in 2021, approximately 54% of which-- $3.627 billion-- comes from taxpayer subsidies, according to its annual budget.

Illinois taxpayers will provide $2.01 billion in direct subsidies and U.S. taxpayers $871 million in direct subsidies. University of Illinois students will also receive an estimated $755 million in state and federal student aid and subsidized loans to pay their tuition.

Not including taxpayer subsidies, tuition and fees at UIUC for the 2021-22 school year max out at $38,154 in-state, $55,944 out-of-state and $61,292 for foreign nationals. These numbers include $12,494 ($1,388 per month) in room and board.

University of Illinois was founded in 1867 as a "land grant" university to "provide agricultural, scientific, military and technical education to the people of the state of Illinois."
