City of Urbana City Council Met April 26.

The City Council of the City of Urbana, Illinois, met in regular session at 6:00pm via Zoom.

A. Call to Order and Roll Call
With a quorum virtually present, Mayor Marlin called the virtual meeting of the City Council to order at 6:00pm.
B. Approval of Minutes of Previous Meeting
CM Roberts made a motion to approve the minutes from the April 12, 2021 meeting. Motion seconded by CM Wu. After Mayor Marlin corrected a comment she had made on page two of the minutes, the April 12, 2021 minutes were approved by roll call vote as follows:

C. Presentations and Public Input
1. Council Member Training Session – Police Department and Fire Department
Police Department - Police Chief Bryant Seraphin and Deputy Chief Rich Surles gave an overview of the Police department. They spoke about the three divisions of the Police Department: Patrol Division, Criminal Investigations Division and Services Division. During and after the presentation, Chief Seraphin and Deputy Chief Surles responded to questions from council members.
Fire Department - Fire Chief Chuck Lauss presented an overview of the Fire Department. Deputy Chief Demond Dade was also present. Chief Lauss explained there are five divisions in the Fire Department: Fire Prevention Bureau, Fire Suppression and Operations, Special Operations, Training Bureau and Administration. He gave descriptions of the purpose and duties of each division. Chief Lauss responded to questions from council members after the presentation.
2. Public Input
Public Input via Zoom: Charles Davidson: more money should be put into programs that connect with youth, including mentoring, mental health programs, parenting classes and a class showing people how to interact with police when pulled over; Angel Johnson attempted to give public input via Zoom, but was unable to complete her comments. Her emailed public input is attached; Tracy Chong: tune in to the CPRB meeting on Wednesday, April 28 at 5:30pm. There will be a taser review during the meeting.
D. Council Input and Communications
Mayor Marlin said Representative Ammons is trying to obtain funds from the Illinois Criminal Justice Authority for summer youth programs. The City will be meeting with the ministerial alliance to talk about specific steps they would like to recommend to help address the violence.

On behalf of the Committee of the Whole, CM Sacks moved to approve Resolution No. 2021- 04-019R. Motion seconded by CM Wu and carried by roll call vote as follows:

I. Reports of Officers
Mayor Marlin reported that Carle Mobile Clinic will hold Covid vaccine clinic on Wednesday, April 28, from 9am to 4pm at Salt and Light on Philo Road. It is a walk-in clinic so no appointment will be necessary.
CM Roberts announced there will be a downtown May Day Art Walk About on Saturday, May first, sponsored by local downtown businesses. It will begin at 10am and will end at 5pm. Artwork will be displayed at local venues, including Bohemia, the Cinema Gallery, the Gilbert Gallery, the International Galleries in Lincoln Square, the Urbana Museum of Photography, and the Tom Brewer Gallery

Mayor Marlin presented the appointment of Connie Dillard-Myers to the UC2B Board of Directors, and Alex Julius to the Tree Commission, both terms ending June 30, 2023.
CM Roberts moved to approve the appointment of Connie Dillard-Myers to the UC2B Board of Directors and Alex Julius to the Tree Commission. Motion seconded by CM Hursey and carried by roll call vote as follows:

With no further business before council, Mayor Marlin declared this virtual meeting adjourned at 7:29pm.
