I. Call to Order
Committee Chair Cowart called the meeting to order at 9:00 a.m.
II. Roll Call
A verbal roll call was taken, and a quorum was declared present.
III. Approval of Agenda/Addendum
MOTION by Ms. Michaels to approve the agenda; seconded by Mr. Passalacqua.

VII. County & Township Motor Fuel Tax Claims-March 2021

MOTION by Ms. Michaels to receive and place on file the County and Township Motor Fuel Tax Claims for March 2021; seconded by Mr. McGuire.

VIII. Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Somer Township, #21-25109-00-BR
Mr. Blue informed the committee there is an old steel beam culvert in Somer Township that needs replaced. The estimate to replace the culvert is $32,800.
MOTION by Mr. McGuire to approve the resolution; seconded by Ms. Straub.

IX. Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Pesotum Township, #21-18110-00-BR
Mr. Blue discussed a bridge located on 250N in Pesotum Township that needs replaced. He stated approval is needed from the IDOT Historic Preservation Office since the bridge is old and has a historical design. The estimated cost to replace the single span bridge is $400,000.
MOTION by Mr. Passalacqua to approve the resolution; seconded by Ms. Michaels.

X. Resolution Awarding of Contract for Bridge Replacement, Compromise Township, #20-06095-00-BR
Mr. Blue discussed the bridge letting results for the bridge replacement in Compromise Township. He stated that four bids were received with Big O Services submitting the lowest bid amount of $348,373.50. Mr. Blue recommended awarding the project to Big O Services.

XI. Resolution Awarding of Contract for the Furnish of Bituminous Material from the Plant for the 2021 Maintenance of Various Road Districts and County Highways in Champaign County
Mr. Blue discussed the 2021 Bituminous Letting results and the previous year comparison. The committee discussed the increase in oil prices over the last several years. Emulsicoat Inc. submitted the only bid for oil from the plant at $20,400.
MOTION by Mr. McGuire to approve the resolution; seconded by Ms. Michaels.

XII. Resolution Awarding of Contract for the Furnish and Spread on the Road of Bituminous Material for the 2021 Maintenance of Various Road Districts and County Highways in Champaign County
Mr. Blue stated that over 1 million gallons of oil was bid for the furnish and spread of oil on the Township roads and County highways. Illiana Construction Company was the only bid for furnish and spread of oil at a cost of $2,979,871.43.

XIII. Other Business
A. Semi Annual Review of Closed Session Minutes
MOTION by Ms. Michaels pursuant to the statutory requirement to conduct a semi-annual review of all closed meeting minutes, I move that the closed meeting minutes of the Highway Committee be maintained as closed to protect the public interest or the privacy of individuals; seconded by Mr. Passalacqua.

Mr. Blue reviewed the projects scheduled for fiscal year 2021 and discussed several bridge and roadway projects planned for the next couple of years.
