Village of Savoy Board of Trustees Met March 3.

1. Call to Order
The Board of Trustees of the Village of Savoy regular meeting was called to order at 7:00 PM by President Dykstra.
2. Roll Call
Roll call, as read by Deputy Village Clerk Kimberly Leese:
Present: Trustees Brown, Mangian, Niccum (via Zoom), Ruggieri, Shonkwiler, and Vavrik, with President Dykstra presiding.
A quorum was declared.
3. Pledge of Allegiance
President Dykstra led the pledge of allegiance to the flag.
4. Public Comment
President Dykstra asked for public comment. None received
5. Consent Agenda
a. Approval of Minutes for the Board of Trustees meetings on February 3, 2021 and February 17, 2021.
b. Attorney’s Report
Trustee Mangian moved that the Consent Agenda, Items a-b, be approved as indicated; seconded by Trustee Brown.
Discussion: Residency requirements for the Village Clerk, Deputy Clerk, and Fire Chief were discussed. Per ordinance there is no requirement for residency. Job descriptions are being updated to reflect the ordinance. The Administrative Assistant job description for the Fire Department will also be reviewed.

6. Discussion Items
a. Study Session 2021-07 Potential Theater Class Liquor License
Chris Gary, Senior Vice President, and Pat McCain, Executive Chef and Food & Beverage Director, for Phoenix Theaters were present to discuss the request to add a liquor license for the Savoy 16 + IMAX movie theater. Items discussed were State of Illinois mandated BASSET training, hours of operation, types of alcohol served, method of checking identification, party room attendant, and possible security issues. Staff requested direction to bring this issue back before the Board of Trustees.
President Dykstra entertained a motion by Trustee Vavrik to bring an amendment to the Village Code creating a theatre class liquor license to the Board of Trustees for their consideration at a future regular meeting; seconded by Trustee Ruggieri.

b. Champaign County Sheriff’s Office
Lieutenant Shaw was present and updated the Board on stop sign enforcement, unlocked vehicle doors, and law enforcement presence at Carrie Busey.
c. Sidewalk Snow Removal
Snow removal from residential, business, and municipal sidewalks was briefly discussed. Staff requested direction if this topic should be brought back to the Board of Trustees in a Study Session. Trustee Vavrik recommended this topic be brought back to the Board of Trustees around July. It was the consensus of the Board of Trustees to bring the topic back to a Study Session in July.
7. Action Items
a. Resolution 2021-R-06 A Resolution Approving a Grant Application for Infrastructure for Rebuilding America (INFRA) Grant Funding (Curtis Road Grade Separation and Complete Streets Project)
Trustee Niccum made a motion to pass Resolution 2021-R-06 A Resolution Approving a Grant Application for Infrastructure for Rebuilding America (INFRA) Grant Funding (Curtis Road Grade Separation and Complete Streets Project); seconded by Trustee Mangian.
Discussion: Savoy has already received many letters of support and more are expected.

Trustee Brown made a motion to pass Resolution 2021-R-08 A Resolution Authorizing the Execution of an Intergovernmental Agreement Between the County of Champaign, the City of Champaign, The City of Urbana, and the Village of Savoy for Electronics Collection, Household Hazardous Waste Collection, and Cost Sharing; seconded by Trustee Mangian.

Trustee Shonkwiler made a motion to pass Resolution 2021-R-09 A Resolution Authorizing the Execution of an Agreement with the Illinois Fire Chiefs Association in an Amount Not to Exceed $72,957.50; seconded by Trustee Ruggieri.
Discussion: The previous budget amount and part of the purpose of the study was discussed.

Trustee Vavrik made a motion to pass Ordinance 2021-O-04 An Ordinance Amending Portions of Title 15, Chapter 15.30 of the Savoy Municipal Code; seconded by Trustee Brown.
Discussion: Definitions in the ordinance, fence material, location of a fence relative to the lot line, grandfathering in current fences, and the procedure for processing this type of ordinance was discussed.
