Rose fears database of payrolls could be misused

State Sen. Chapin Rose is concerned that Senate Bill 1767 could allow an invasion of privacy.

SB 1767 amends the Prevailing Wage Act by providing for the electronic database of certified payrolls to be searchable by the public no later than January 1, 2022, as introduced by state Sen. Christopher Belt (D-East St. Louis).

"Right now, under FOIA, the requester has to fill out who they are, which is an important piece to this, so that it’s not used for harassment purposes," Chapin said. "Will you still be capturing the information for who is looking at this data so that we can determine if it is being used as a dilatory user or as harassment?"

Belt said that while it is important to “make an account of who is using the database,” capturing who specifically is doing it would not be done. With this Rose asked Belt if he would be recommending to the House to make additional amendments to the bill, which the latter declined.

Despite Rose’s trepidation about Senate Bill 1767, it passed the Senate after a vote of 42 yes votes and 11 no votes.
