Village of Savoy Board of Trustees met Sept. 9.
Here is the minutes provided by the board:
1. CALL TO ORDER and ROLL CALL TAKEN
Chairman Ruggieri called the monthly open and public Board of Trustees Study Session to order at 7:00 p.m. Roll was called of President Dykstra and the Trustees, with all answering present, Trustee Niccum answering present via voice conference call, and a quorum declared.
2. PUBLIC PARTICIPATION
Chairman Ruggieri asked for public participation.
Public Participation as follows:
Reg Ankron, SIMEC, announced that residents and small businesses in Savoy who participate in the Village’s Electric Aggregation program will see a nearly 22 percent decrease in the cost of electricity beginning in December, 2020.
President Dykstra stated that the Village looked at some longer-term options, but decided on a 12-month agreement with Homefield Energy of Collinsville that will end in December, 2021.
Ankron stated that all residents will be notified by mail this month that they have the option to opt-out. Ankron also stated that Savoy’s new rate is 19% lowest among those of the approximately 630 communities that operate electric aggregation programs in Illinois.
Chairman Ruggieri thanked Reg Ankron for all of his hard work for the Savoy residents and businesses on acquiring competitive bids that produced one of the lowest rates for electric supply in Illinois.
3. CLOSED EXECUTIVE SESSION
Trustee Niccum made a motion to go into a Closed Executive Session immediately for the limited purpose of discussing the employment and compensation of one or more Village employees pursuant to 5 ILCS 120/2 (c) (1) of the Open Meetings Act, and to include the Village Clerk Billie Krueger and Village Attorney, Marc Miller in attendance, seconded by Trustee Vavrik;
By Trustee vote: Brown, yes; Mangian, yes; Niccum, yes; Ruggieri, yes; Shonkwiler, yes; and Vavrik, yes; motion carried.
4. RECESS
President Dykstra recessed the Board of Trustees Study Session at 7:10 p.m.
5. RECONVENE
President Dykstra reconvened the Board of Trustees Study Session at 7:20 p.m. BUSINESS
A. ORDINANCE NO. 2020-11- AN ORDINANCE APPOINTING CHRISTOPHER WALTON TO THE POSITIN OF VILLAGE ADMINISTRATOR AND AUTHORIZING THE VILLAGE PRESIDENT TO EXEUCTE AN EMPLOYMENT AGREEMENT
Attorney Marc Miller explained a change to Ordinance No. 2020-11, page 3, Section 8. Other Actions Authorized – Add at the end of the paragraph:
“The President, in consultation with the Village Attorney and prior to signature, is further authorized to amend portions of the Employment Agreement which do not substantively change its terms which she deems in the best interest of the Village.”
Trustee Vavrik made a motion to approve Ordinance No. 2020-11, as revised, seconded by Trustee Shonkwiler;
By Trustee vote: Brown, yes; Mangian, yes; Niccum, yes; Ruggieri, yes; Shonkwiler, yes; and Vavrik, yes; motion carried.
President Dykstra congratulated Christopher Walton on his appointment as Village Administrator. Walton introduce his wife, and children and thanked President Dykstra, Trustees, and Staff for their confidence in him.
6. ADJOURN:
There being no further business to come before the open and public Board of Trustees Study Session meeting, Chairman Ruggieri adjourned the meeting at 7:25p.m.
