Village of Savoy Board of Trustees met Sept. 2.

1. CALL TO ORDER, ROLL TAKEN, QUORUM DECLARATION
The Board of Trustees of the Village of Savoy’s regular meeting was called to order at 7:00 p.m. by President Dykstra. On roll call, as read by Village Clerk Billie Krueger, the following were: PRESENT: Trustees Brown, Mangian, Ruggieri, Shonkwiler and Vavrik with President Dykstra presiding.

2. PUBLIC HEARING – REQUEST FOR A SPECIAL USE PERMIT TO ALLOW FOR A MIXED USE PLANNED UNIT DEVELOPMENT WITH A REZONING AND AN AMENDMENT TO THE ZONING MAP FOR LOT 2 OF THE TOMARAS FARMS, REPLAT OF SAVOY, CHAMPAIGN COUNTY, ILLINOIS
Open Public Hearing at 7:00 p.m.
President Dykstra indicated that the notice of the Public Hearing had been duly posted at the Savoy Municipal Center and published in the News-Gazette on August 7, 2020 according to State Statute and has been available for inspection at the Savoy Municipal Center, as well as posted on the Village website. President Dykstra asked for public comment and asked the Village Clerk if she had any written comments or questions on this public hearing. Village Clerk stated no written comments received.

Mike Thompson, petitioner for the request for a special use permit to allow for a Mixed Use Planned United Development with a Rezoning and an Amendment to the Zoning Map for Lot 2 of Tomaras Farms, Replat of Savoy, explained his proposed development. He stated he has always had a wonderful relationship with the Village of Savoy and believes this development is a magnet for more consumers.
Motion to Close Public Hearing.
Trustee Brown made a motion to close the public hearing, seconded by Trustee Ruggieri; By Trustee vote:

President Dykstra closed the public hearing at 7:05 p.m.

Trustee Vavrik made a motion to approve the Minutes of the Closed Board of Trustees of 7-29- 2020, seconded by Trustee Brown;
Trustee Mangian stated she had an addition to these Minutes that had to be discussed and considered in the Closed Session following this open and public meeting. Trustee Vavrik and Trustee Brown withdrew their motion to approve the Minutes of the Closed Board of Trustees of 7-29-2020.
6. OTHER AGENDA ITEMS
President Dykstra asked if there were other agenda items to be added. None added.
7. BUSINESS
A. ORDINANCE NO. 2020-09 – AN ORDINANCE APPROVING A REQUEST FOR A SPECIAL USE PERMIT TO ALLOW FOR A MIXED USE PLANNED UNIT DEVELOPMENT WITH A REZONING AND AN AMENDMENT TO THE ZONING MAP FOR LOT 2 OF THE TOMARAS FARMS, REPLAT SAVOY, CHAMPAIGN COUNTY, ILLINOIS Dan Davies explained the Revision on the Conceptual Site Plan showing comments for the August 24, 2020 Planning Commissioners. Davies stated that Mr. Thompson said he would come back to the Trustees at a future meeting to talk about possibilities to work jointly with the Village of Savoy around the detention basin.
Trustee Niccum pointed out that the Plan Commissioners, at their 8-24-2020 meeting, heard opposition from the neighborhood about Thompson’s proposed apartments and commercial development. Niccum stated he was concerned about more apartments in Savoy when recently the Trustees had expressed the opinion of no more apartments in Savoy and he was concerned about the safety for children if they were
playing in the parking lots that might live in these proposed apartments and also about a safety issue for children near the detention basin and he believed Thompson needed to install a play area for the children in these prospective apartments.
President Dykstra stated she believed the proposed apartments would be best suited for young adults and not an area for families
Trustee Shonkwiler made a motion to pass Ordinance No. 2020-09, as presented, seconded by Trustee Vavrik;

B. ORDINANCE NO. 2020-10 – AN ORDINANCE APPROVING THE EXECUTION OF A MUTUAL RELEASE AGREEMENT WITH THE VILLAGE OF SAVOY PUBLIC WORKS DIRECTOR/ENGINEER
Trustee Vavrik made a motion to pass Ordinance No. 2020-10, as presented, seconded by Trustee Shonkwiler;

C. APPROVE CORRECTIONS AND CHANGES IN SAVOY PERSONNEL POLICY HANDBOOK
Trustee Vavrik stated he had emailed to Kim Leese his comments on the corrections and changes to the Savoy Personnel Policy Handbook.
Discussion was held on the revised Organizational Chart and whether to leave in Assistant Village Administrator below Village Administrator. Attorney Miller stated he was okay with leaving it in; Trustee Shonkwiler was also okay with leaving it in, as was Trustees Brown and Mangian. Trustee
Ruggieri stated he thought it would be best to move it over to the side, as did Trustee Vavrik, so it would be there when needed.
Trustee Niccum made a motion to approve the corrections and changes, as presented, in the Savoy Personnel Handbook, seconded by Trustee Ruggieri;

8. STAFF REPORTS
A. ZONING ADMINISTRATOR
Dan Davies presented the Zoning Report for the month of August 2020, together with Building Permit Detail Report, and a Permit Inspection Report for the month of August 2020. Davies also reported to the Trustees that Savoy has seven (7) more building permits for SFRs than last August, 2019 (25), as of August 31, 2020 (32).
B. VILLAGE TREASURER/ DIRECTOR OF PLANNING AND ECONOMIC DEVELOPMENT
President Dykstra and the Trustees reviewed the Treasurer’s Check Register – Schedule of Accounts Payable for checks issued from 08/01/2020 through 08/31/2020. Trustee Brown moved to approve and pay the Schedule of Accounts Payable for the month ending August 31, 2020, as presented, seconded by Trustee Shonkwiler;

Treasurer Donaldson also presented the State General Income Comparison from August 2019 to August 2020, showing overall, August 2020 is up approximately 14.45% from August 2019.
DIRECTOR OF PLANNING AND ECONOMIC DEVELOPMENT
Dennis Donaldson presented his Director of Planning and Economic Development written monthly report for the month of August 2020 to President Dykstra and the Trustees.
D. VILLAGE CLERK
Billie Krueger presented the Village Clerk’s written monthly report for the month of August, 2020.
E. VILLAGE ATTORNEY
Village Attorney Marc Miller presented his August, 2020 Status Report and statement of services.
F. CHAMPAIGN COUNTY SHERIFF’S DEPARTMENT
Lt. Tony Shaw not being present at the meeting, President Dykstra read an email she received from him as follows:
“This past month, we have stayed relatively busy and there may be a slight uptick in contacts with some of the students returning. At the end of August, we performed a Distracted Driving Detail, primarily focusing on drivers using cellular devices. On September 20, we are planning on participating in the annual “Touch-A-Truck” event at the Savoy Recreation Center. Contact has been made with school officials at Carrie Busey School, but with no in-person instruction at the moment, there is a limited need for traffic enforcement in the area or the normal safety presentations.”
Trustee Mangian stated she did not see how the Touch-A-Truck event could be held because of COVID- restrictions.

10. CLOSED EXECUTIVE SESSION
Trustee Vavrik made a motion to go into a Closed Executive Session for the purpose of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the Village of Savoy under 5 (ILCS 120 (c) (1) of the Open Meetings Act (OMA) and to include Marc Miller, Village Attorney, and Village Clerk, Billie Krueger, in attendance, seconded by Trustee Brown;
