City of Paxton City Council met Jan. 14.

The monthly meeting of the Paxton City Council was held on Tuesday, January 14, 2020 at 7:00 p.m. in the Council Chambers at City Hall.
Mayor Ingold called the meeting to order at 7:00 p.m.
Roll call showed the following aldermen in attendance: Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Also, in attendance were: Mayor Bill Ingold, Treasurer/Comptroller Tammy Jensen, Public Works Director Mark LeClair, Police Chief Coy Cornett, City Attorney Marc Miller, EMA Director Ed Hanson, and members of the audience and press.
Mayor Ingold led everyone in saying the Pledge of Allegiance to the Flag.
MINUTES
Mayor Ingold asked if there were any changes, corrections or additions that needed made to the minutes from the December Council meeting. Alderman Johnson Anderson made a motion to approve the minutes of the December Council meeting. Aldermen Pacey seconded the motion. All ayes, motion carried on a voice vote.
The minutes of the December 19th City Council meeting will be sent to the Council members after tonight’s meeting and approved in February.
LIST OF CLAIMS
Alderman Evans made a motion to approve the lists of claims, except for EIEC bill. Alderman Geiken seconded the motion. Roll Call: ayes – Alderman Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Seven ayes, motion carried.
Alderman Withers made a motion to approve the EIEC bill. Alderman Johnson Anderson seconded the motion. Roll Call: ayes – Alderman Evans, Geiken, Johnson Anderson, Pacey, Satterlee, and Withers. Alderman Wilson abstained. Six ayes, one abstain, motion carried.
TREASURER’S REPORT AND INVESTMENT REGISTER
The reports have been emailed to all Aldermen. Alderman Wilson made a motion to approve the Treasurer’s Report and Investment Register. Alderman Withers seconded the motion. All ayes - motion carried on a voice vote.
The Mayor’s appointment to the 4th Ward will be tabled until February.
FINANCE/BUDGET
There were no committee meetings and nothing on the agenda.
PUBLIC WORKS
There were no committee meetings and nothing on the agenda.
Public Works Director LeClair let the Council know that Don Inman passed his Class D licensing test. He’s working on Class B next.
PUBLIC SAFETY
There were no committee meetings.
Chief Cornett forwarded the speed trailer information to the Council members. There was discussion on this item. Alderman Pacey made a motion to place stop signs on Elm street at the intersection of Holmes. Alderman Geiken seconded the motion. Roll Call: ayes – Alderman Geiken, Johnson Anderson, Pacey, Satterlee. Nays – Alderman Wilson and Withers. Alderman Evans abstained. Four ayes, two nays, one abstain, motion carried.
EMA Director Hanson asked to have a committee meeting. He will email Alderman Pacey and get a date set.
CITY PROPERTY
There were no committee meetings and nothing on the agenda.
LICENSE, PERMIT, ZONING & INSURANCE
There were no committee meetings and nothing on the agenda.
COMMUNITY
There were no committee meetings and nothing on the agenda.
ECONOMIC DEVELOPMENT
There were no committee meetings.
Alderman Geiken spoke regarding the email that the Mayor sent out regarding committing funds to the StreetScape project. As hard as Mark and the Mayor have tried, they are over the funding that is available. The City needs to commit to funding the project for $55,821.24. The State needs a resolution stating that the project will be paid for. Alderman Wilson made a motion to approve RESOLUTION 20-1 A RESOLUTION OF SUPPORT AND COMMITMENT OF LOCAL FUNDS. Alderman Evans seconded the motion. Roll Call: ayes – Alderman Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Seven ayes, motion carried. Mayor Ingold gave a quick update on the StreetScape project. Mike Friend, Farnsworth Group, spoke about some of the timing for the project. Bid openings are tentatively set for March 3rd with a City Council meeting on March 10th to potentially approve bid proposals.
LONG TERM PLANNING
There were no committee meetings and nothing on the agenda.
OTHER
Hopefully the airport will be sold this month. City Attorney Miller wants to look over the paperwork, and Mr. Hrupsa is willing to come in to sign any paperwork needed.
At 7:23 p.m. Alderman Johnson Anderson made a motion to adjourn tonight’s regular meeting of the Mayor and City Council. Alderman Withers seconded the motion. All ayes - motion carried on a voice vote.
