Village of Rantoul Village Board met Dec. 10.

Here is the minutes provided by the board:

A regular Meeting of the Board of Trustees of the Village of Rantoul was held at 6:00 P.M. Mayor Smith called the proceeding to order.

Invocation & Pledge of Allegiance

The Invocation was given by Pastor Mark Wilkerson, Maranatha Baptist Church, Rantoul, Illinois, opening the meeting with a prayer. Following the invocation, Trustee Johnson led the audience in recitation of the Pledge of Allegiance.

Roll Call

The Village Clerk called the roll, finding the following members present:

Mayor Smith and Trustees, Hall, Gamel, Wilkerson, Wilson, Johnson and Workman - 7.

The following representatives of Village Departments were also present: Scott Eisenhauer, Administrator; Luke Humphrey, Recreation Department; Ken Waters, Fire Chief; Tony Brown, Police Chief; Ken Turner, Community Development Director; Chris Millikin, Urban Planner; Greg Hazel, Director of Public Works; Jake McCoy, Assistant Public Works Director; Ken Beth, Village Attorney; Amanda Reiss, Attorney and Elected Village Clerk Mike Graham.

The Mayor called up Luke Humphrey, Recreation Director to recognize his fifteen years of service to the Village of Rantoul, presenting him with a Certificate and Pin.

Approval of Agenda

Trustee Wilson moved to approve the agenda for the meeting. Trustee Workman seconded the motion. The Clerk Called the Roll and the motion carried 6 - 0.

Public Participation

NONE

The Mayor recognized Mike Davis the newly hired Executive Director of the East Central Land Bank Authority. Mr. Davis gave a short presentation and spoke about his goals to expand the Authority to include Iroquois County, Piatt County and Macon County into the Authority

Motion to approve the Consent Agenda. Trustee Johnson moved for approval and Trustee Hall seconded the motion.

Motion to approve the bills and monthly Financial Reports. Trustee Johnson moved for approval and Trustee Wilkerson seconded the motion.

Motion to Pass Ordinance No. 2632, AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP. Trustee Hall moved for approval and Trustee Johnson seconded the motion.

Motion to pass Ordinance No. 2633, AN ORDINANCE AMENDING THE SCHEDULE OF CHARGES, FEES AND RATES FOR WATER RATES AS PROVIDED FOR IN CHAPTER 40 OF THE RANTOUL CODE. Trustee Gamel moved for approval and Trustee Workman seconded the motion.

Motions to pass Ordinance No. 2634, AN ORDINANCE AMENDING THE SCHEDULE OF CHARGES, FEES AND RATES FOR WASTEWATER UTILITY SERVICES AS PROVIDED BY CHAPTER 40 OF THE RANTOUL CODE. Trustee Workman moved for approval and Trustee Hall seconded the motion.

Motion to pass Ordinance No. 2635, AN ORDIANANCE AMENDING THE SCHEDULE OF CHARGES, FESS AND RATES FOR NATURAL GAS SERVICE AS PROVIDED FOR IN CHAPTER 40 OF THE RANTOUL CODE. Trustee Wilkerson moved of approval and Trustee Hall seconded the motion.

Motion to pass Ordinance No. 2636, AN ORDINANCE AMENDING THE SCHEDULE OF CHARGES, FEES AND RATES FOR ELECTRIC SERVICE AS PROVIDED FOR IN CHAPTER 40 OF THE RANTOUL CODE. Trustee Wilson moved for approval and Trustee Workman seconded the motion.

Motion to pass Resolution No. 12-19-1296, A RESOLUTION AUTHORIZING AND APPROVING A FIFTH AMENDMENT TO EXTEND THE PROFESSIONAL SERVICES AGREEMENT (PRO AMBULANCE). Trustee Wilkerson moved for approval and Trustee Johnson seconded the motion

Discussion of acceptance of Forum Fitness Center Grant from Illinois Department of Natural Resources - $750,000. The Rantoul Village Board had no questions concerning the execution of the agreement with the Illinois Department of Natural Resources and this will be taken to the Board for action at the Special Rantoul Village Board Meeting on Monday, December 23, 2019 at 5:30 P.M.

Motion to enter into closed session pursuant to 5 ILCS 120/2 (C) 5, to consider the purchase or lease or real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

Trustee Johnson moved to enter into closed session and Trustee Workman seconded the motion

The Rantoul Village Board entered into closed session at 6:38 P.M. The Rantoul Village Board returned to open session at 7:47 P.M.

Trustee Wilkerson moved to adjourn the meeting and Trustee Hall seconded the motion.

The Clerk called the Roll and the motion passed 6 – 0. Meeting Adjourned: 7:50 P.M.
