VILLAGE OF MAHOMET BOARD OF TRUSTEES MAY 28, 2019

The Village of Mahomet Board of Trustees met, Tuesday May 28, 2019 at 6:00 p.m. at Village of Mahomet Administrative Building, 503 E. Main Street, Mahomet, IL

MEMBERS PRESENT: Andy Harpst, David Johnson, Donald Lynn, Brian Metzger, and Bill Oliger

MEMBERS ABSENT: Bruce Colravy

OTHERS PRESENT: Village President Sean Widener, Village Administrator Patrick Brown, Village Clerk Cheryl Sproul, Finance/HR Director Robert Kouzmanoff, Chief of Police Mike Metzler, and Village Attorney Joe Chamley.

CALL TO ORDER:

PLEDGE OF ALLEGIANCE/ROLL CALL:

Widener called the meeting to order at 6:00 p.m. After the pledge, Clerk Sproul called the roll, a quorum was present.

PUBLIC COMMENT:

There was no public comment.

PUBLIC HEARING:

ANNUAL BUDGET AND APPROPRIATION OF THE VILLAGE OF MAHOMET, ILLINOIS:

There being no public comment or Board comments, METZGER MOVED, JOHNSON SECONDED. "TO CLOSE THE PUBLIC HEARING FOR THE ANNUAL BUDGET AND APPROPRIATION OF THE VILLAGE OF MAHOMET, ILLINOIS." ROLL CALL: ALL YES. Motion carried.

ORDINANCE NO. 19-05-01. ANNUAL BUDGET AND APPROPRIATION ORDINANCE OF THE VILLAGE OF MAHOEMT, ILLINOIS:

Brown had distributed Budget Highlights. He walked the Board through the supporting packet and pointed updates that had been made since the last time the Board saw the document.

Metzger questioned the discrepancy between the two pages showing expenditures and revenues. Kouzmanoff explained the difference and why it looked off and stated one document included transfers and one did not.

Metzger was concerned that since this was a public document, it may be confusing to the public and asked if it would make sense if there was a carryover line item that would show and explain the difference.

Lynn agreed it was misleading.

Metzger stated another confusion is the Mahomet Music Festival, he stated none of the numbers match. Kouzmanoff stated in the Appropriate Ordinance 10% contingency was added to the final ordinance to allow room for emergencies and that this had been standard practice for years.

Widener suggested a footnote be added to show carry over to make it easier to understand. He stated if it could not be added this year, to make sure and include it next year.

Metzger stated he was concerned with having the information needed to explain it to someone if he was questioned about it.

Brown stated if it causes confusion, it could be taken out to eliminate the confusion and stated the Operating Budget was what the village operates under.

Johnson asked why the Village's income for Income Tax has gone down so much. Kouzmanoff explained that Governor Rauner had reduced distribution by 10%, then reinstated 5%, but that it was a still down. He noted that the Village was sent additional funds to be caught up on the payments owed, but the reduction of 5% was still in effect and to date this 5% reduction was being upheld by the Governor.

The Board thanked Brown and Kouzmanoff for all the work they put in considering the issues staff had obtaining numbers from the County.

Metzger moved, Harpst seconded, "TO APPROVE ORDINANCE NO. 19-05-01, ANNUAL BUDGET AND APPROPRIATION ORDINANCE OF THE VILLAGE OF MAHOEMT, ILLINOIS." ROLL CALL: ALL YES. Motion carried.

RESOLUTION 19-05-07, RESOLUTION DECLARING CERTAIN VILLAGE PROPERTY AS SURPLUS AND AUTHORIZING ITS DISPOSAL:

Brown stated this could have been included on the consent agenda and really did not need additional discussion.

There being none, Metzger moved. Johnson seconded. "TO APPROVE RESOLUTION 19-05-07, RESOLUTION DECLARING CERTAIN VILLAGE PROPERTY AS SURPLUS AND AUTHORIZING ITS DISPOSAL." ROLL CALL: ALL YES. Motion carried.

RESOLUTION 19-05-08, RESOLUTION TO PURCHASE 2019 FORD F150 FOR AN AMOUNT NOT TO EXCEED $25,000.00

There being no further discussion on the purchase, Harpst moved, Lynn seconded, "TO APPROVE RESOLUTION 19-05-08, RESOLUTION TO PURCHASE 2019 FORD F150 FOR AN AMOUNT NOT TO EXCEED $25,000.00." ROLL CALL: ALL YES. Motion carried.

ADMINISTRATOR'S REPORT

Brown stated he had nothing additional to report.

MAYOR'S REPORT:

Widener stated the June Study Sessions would be held June 11th and 18th at 6:00 p.m. He stated the June Board meeting would be held on June 25th at 6:00 p.m.

Widener thanked the Legion for the memorial ceremony yesterday in honor of those that gave the ultimate sacrifice for their country.

Widener stated Brown, Dan Waldinger, Parks and Recreation Director and he had met with Forest Preserve prior to this meeting to discuss a possible collaborative effort for a dog park. He stated this would be discussed at the Forest Preserve's upcoming meeting. He stated he wanted the Board to be aware of the preliminary discussion in case the press covered the Forest Preserve's meeting.

Widener asked about absences for the June meetings. Harpst and Widener would be absent on June 11 and Brown would be absent on the 251h.

There was no new business.
