Village of Broadlands Village Board met April 3.

Village of Broadlands Meeting Minutes

Present: Mayor Block, Village Clerk Jones, Village Water Clerk White, Treasurer Hockett,

Trustees Garrett, Hall, Jeffers, Propst and Zurich. Meeting was called to order at 7:04pm.

Trustee Hall made a motion to approve the minutes of the March meeting. Second by Garrett. Motion passed 5-0. Trustee Hall made a motion to approve the March bills and accept the February 2019 financial report. Second by Trustee Jeffers. Motion passed 5-0.

Public Comment: Kyle Beck stated while cleaning curbs he noticed a broken drainage cover at the corner of South Grant. Mayor Block to follow up.

Old Business

Mayor Block stated he spoke to Jerry Lyke, Village attorney, about the new Zoning Ordinance and there a few things the attorney is still working through. Mayor Block will follow up prior to the next meeting.

Mayor Block brought up last meeting’s discussion about the Community Building. The board discussed concerns with the costs of repairs. The board decided to wait until the township informs of their plans for the property and to revisit the issue at that time.

Treasurer Hockett presented the 2019 Budget for review and discussion at the March meeting. The board discussed revisions. The final budget will be presented for vote at the May meeting.

Mayor Block inquired about the insurance claim for the water tower repairs. Trustee Zurich stated he and Ron Gast have been in touch with the insurance company and are awaiting a review to determine if the claim will be approved.

New Business

Trustee Hall made a motion to approve the 2019 Motor Fuel Resolution. Second by Zurich. Motion passed 5-0.

Mayor Block opened the bids for village mowing services. Lahne Lawn Care bid $205 per time. He will mow on an as needed basis. Copy of Insurance is on file with the Village Clerk. Kyle Beck bid $600 per time. Copy of Insurance is on file with the Village Clerk. Motion by Trustee Hall to accept the bid by Lahne Lawn Care. Second by Garrett. Motion passed 5-0. Lahne Lawn care has offered the quote for 2-3 years. Motion by Trustee Propst for a 2-year agreement. Second by Hall. Motion carried 5-0.

Mayor Block stated he attended the ambulance service meeting at Villa Grove. There are currently two persons on call 24 hours a day to serve Villa Grove, Newman, Camargo, Longview and several township districts are part of the collaborative paying for these services. We are currently in the last year of a 3-year contract. At the meeting it was stated that Broadlands had 23 calls last year. Trustee Zurich stated he felt there were 7 calls last year within the Village with the rest occurring in Ayers township. The fee for these services next three years would be $4274 year one, $4993 for the second year and $5712 in year three. If we do not participate our ambulance service will come from Urbana as opposed to Villa Grove. The service representative

is happy to come to a meeting to address any questions village board members have regarding this agreement. Trustee Zurich discussed options with Pro Ambulance service. He also discussed the response time and services provided by the local fire department. The board decided to table the discussion to the next meeting to allow time to speak to the fire department and to confer with Ayers township trustees on participation in this potential contract renewal.

Mayor Block stated there will be an electronic collection by the Champaign County Department of Planning and Zoning on May 18th and Oct 12th. They would like a $60 donation from the Village so that our residents could participate. The event will take place at Parkland College. Motion by Trustee Zurich to pay this fee. Second by Jeffers. Motion passed 5-0.

Trustee Garrett stated the Easter Egg Hunt will be held on April 13th this year. She requested a $200 donation. Trustee Hall made a motion to donate $200 to the Easter Egg Hunt. Second by Jeffers. Motion passed 5-0.

Motion by Trustee Zurich to approve $72 to pay for the google mailbox annual fee for the Village Website. Second by Propst. Motion passed 5-0.

Village Clerk Jones gave the reported results of yesterday’s Municipal election for Trustees.

Committees

Water: Trustee Zurich gave a review of the water tower repair expenses. He stated that now that the leak has been repaired the water usage is equivalent with meter readings thus no additional leaks have been identified. A water statement regarding upcoming meter replacements will go out to all residents.

Ordinance: Trustee Hall stated that a resident contacted him that there is a trailer on his neighbor’s property with weeds growing around it. The village will investigate the issue. Drainage: Trustee Jeffers stated a resident reported a clogged tile. Village board members to follow up.

Streets and Alleys: Trustee Hall had no report. Trustee Garrett stated there is a sunken tile on second street needing coal pack. Village board members to follow up. Kyle Beck has been cleaning curbs and will begin work soon on cleaning drainage tile.

Maintenance: Trustee Propst had no report.

Park: Trustee Garrett had no report.

Motion by Trustee Zurich to enter executive session at 8:17pm for the purpose of discussing employee compensation. Second by Hall. Motion passed 5-0.

Motion to enter open session at 8:59pm by Trustee Hall. Second by Zurich. Motion passed 5-0. Motion by Trustee Hall to adjourn at 9:00pm. Second by Propst. Motion passed 5-0.
