Village of Broadlands Village Board met March 6.

Here is the minutes provided by the board:

Present: Mayor Block, Village Clerk Jones, Village Water Clerk White, Treasurer Hockett, Trustees Cole, Garrett, Hall, Jeffers, Propst and Zurich 

Meeting was called to order at 7:00pm.

Trustee Hall made a motion to approve the minutes of the February meeting. Second by Zurich. Motion passed 6-0.

Trustee Cole asked about the financial report. Treasurer Hockett addressed questions on the fund balance. Discussion about water tower repair billing. Trustee Hall made a motion to approve the March bills and accept the January 2019 financial report. Second by Trustee Garrett. Motion passed 6-0. Public Comment: Kyle Beck submitted a letter for curb clean up and village mowing services. The board discussed Mr. Beck cleaning catch basins and curbs. The cost of services is $10 an hour. Moved by Trustee Garrett and second by Trustee Propst agreed to hire Mr. Beck to perform these services as an independent contractor. Motion passed 5-0. Trustee Cole abstained. The board is currently accepting bids for mowing services.

Old Business

Mayor Block stated the new Zoning Ordinance is in the hands of the Village Attorney and will be available at the April meeting.

Kara Walker came to the meeting to talk about the Community Building. The Township is submitting a proposal to deed over the Community Building to the Village. The Township would be willing to accept bills on the building until all levy allocated funds have been exhausted. The decision needs to be made by the township’s April 9th meeting. The building needs a new roof which was last bid three years ago at $65,000. The board discussed the proposal and advised they would need time to consider if there may be grants or other monies that could be allocated to complete these repairs.

Trustee Cole asked Brandon Gast about maintenance to the Village website. He stated the software issues have been completed and the emails to send out take about 20-40 minutes. Brandon has trained Mary to take over these duties. Trustee Cole asked about hourly wage as an independent contractor. Brandon stated he would have to get back to the Village but it would be at least the new minimum wage for Illinois. Trustee Cole stated his concern that the Village continues to pay a website salary of $150 a month for this limited amount of time each month. He also stated that all area municipalities have the website under the job description of the Village Clerk with no additional expenses to Village taxpayers. Mayor Block tabled the discussion until the next meeting.

Treasurer Hockett presented the 2019 Budget for review and discussion at the March meeting. Trustee Cole asked about budget line items and proposed revisions for the April meeting. Motion by Trustee Cole to raise the Mayor salary to $2,000 and the Trustees salaries to $1200. The motion did not receive a second. Trustee Cole resigned. The Village would be interested in hearing from any parties that are interested in running for Trustee at the April meeting.

New Business

Ron Gast reported that the Village Fire rating is now a 6. Residents are encouraged to contact their homeowner’s insurance to see if their rates may be lowered.

EPA testing has consistently passed standards and we are now only required to test once a year.

Committees

Water: Trustee Zurich stated the water is on target for gallons used. The boil order was related to a lowering of water pressure when the power went out two weeks ago. The tower is currently being filled. Ron is hoping there will be enough water in the tower tomorrow to sample again. Trustee Zurich will investigate a possible insurance claim for the costs associated with the water tower repair. Trustee Zurich reviewed all charges to date associated with water tower repair. 

Drainage: Trustee Jeffers had No report

Streets and Alleys: Trustee Hall had no report.

Maintenance: Trustee Propst had no report.

Park: Trustee Garrett stated the Park garbage has stayed empty all winter. She would like to explore having the garbage serviced stopped during Winter months. The board agreed.

Motion by Trustee Garrett to adjourn at 9:13pm. Second by Hall. Motion passed 6-0. The next regularly scheduled board meeting will be April 3rd, at 7pm.
