City of Gibson City Council met May 29.

Here is the minutes provided by the Council:

Call to order at 7:00 pm by Mayor Daniel E. Dickey.

Roll Call:

Ward #1Susan Tongate, absent; Vacant seat

Ward #2Randy Wyant, absent; Nelda Jordan, present

Ward #3 Doug Parsons, absent; Scott Davis, present

Ward #4Dennis Pardick, present; Laura Miller, absent

Jr Alderman Abby Spiller, present; Jr. Alderman Mady Schutte, present

Others present: City Attorney Marc Miller, Admin. Assistant Peg Stalter, City Superintendent Randy Stauffer, Police Chief Adam Rosendahl, Ross Brown (Ford County Record and WGCY), Mike Friend (Farnsworth), Marty Nuss (Zoning Board) and Greg Houtzel.

Pledge of Allegiance: led by Marty Nuss.

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the regular council minutes of May 14, 2018; seconded by Alderman Dennis Pardick. MC 4-0 (including Mayor Dickey’s yes vote).

Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth was making his monthly visit.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Nelda Jordan offered no report,

Street and Alley –No report.

Police/Health, Light and Nuisance –Police Chief Adam Rosendahl reported that 15 Ordinance warnings had been sent out to residents, mainly for tall grass (over 8 inches). Citations and fines will be issued to the property owners after 7 days, if the grass is not cut.

Finance Committee –Alderman Scott Davis reported that his committee is working on the budget.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer - No report.

Parks / Buildings / Technology – No report.

Economic/Industrial Development – No report.

OLD BUSINESS: none

APPROVAL OF BILLS:

TIF #2 bills---One (1) TIF #2 bill totaling $600.00. Alderman Scott Davis motioned to approve payment of (1) TIF #2 bill; second by Alderman Dennis Pardick. MC 4-0, (including Mayor Dickey’s yes vote). Aldermen Laura Miller, Doug Parsons, Randy Wyant, and Susie Tongate were absent.

General Fund Bills totaling 99,229.75. Alderman Scott Davis motioned to approve payment of the general bills; second by Alderman Nelda Jordan. MC 4-0, ( including Mayor Dickey’s yes vote) Aldermen Laura Miller, Doug Parsons, Randy Wyant and Susie Tongate were absent.

New Business:

Discussion, consideration, and approval Greg Houtzel as Alderman to fill Ward 1 vacancy. Alderman Scott Davis motioned to approve Mayor Dickey’s appointment of Greg Houtzel as Alderman to fill Ward 1 vacancy for the remainder of the term; second by Alderman Dennis Pardick. MC 4-0, (including Mayor Dickey’s yes vote.) Aldermen Laura Miller, Doug Parsons, Randy Wyant, and Susie Tongate were absent. City Clerk Carla C. Moxley administered the Oath to Greg Houtzel and showed him to his councilman seat.

Discussion, Consideration and Approval of City of Gibson City, IL 2018 Prevailing Wage Ordinance 2018-O-04. Alderman Nelda Jordan motioned to approve the 2018 Prevailing Wage Ordinance 2018-O-04 for Gibson City, ILL; second by Alderman Scott Davis. MC 5-0, (including Mayor Dickey’s yes vote). Aldermen Laura Miller, Doug Parsons, Randy Wyant, and Laura Miller were absent

Announcements: Mayor Dickey read a statement concerning Zoning Variance at 515 E 7th Street and called a special council meeting for Thursday May 31st at 7:00 pm to discuss the Zoning Board’s 4-0 recommendation of approval of a zoning variance at that address.

ADJOURN: Alderman Greg Houtzel motioned to adjourn; seconded by Alderman Scott Davis. Council was poled with 4 ayes/ 0 against. MC
