City of Hoopeston City Council met April 3.
Here is the minutes as provided by the council:
I.Call to order
Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. on Tuesday April 3, 2018 at City Hall.
II.Roll call
Clerk Lane conducted a roll call. The following seven council members were present: Anderson, Ankenbrand, Florek, Goodwine, Hamilton, Houmes and McElhaney. Alderman Yaden was absent. Attorney Mockbee was present.
III.Approval of Agenda
Alderman Houmes moved to approve the agenda seconded by Anderson. Agenda was approved 7-0.
IV.Minutes from Prior Meeting
Clerk Lane read the minutes from the last meeting. Alderman Houmes moved to approve minutes seconded by Florek. The minutes were approved as read 7-0.
V. Presentations

VI.Payment of Bills
Alderman Houmes moved to approve payment of bills seconded by Hamilton. Roll call vote was taken and bills were approved for payment 7-0.
VII.Reports of Officers
a) Alderman Ankenbrand reported that at the fire committee meeting the budget and equipment repair and replaced were discussed. The committee is working on an ordinance regarding burning down of run down houses.
b)Alderwoman Florek asked Steve Baker to report on the water department. Steve stated that the city is running on one pump until a failed pump is replaced. Also, he reported that the city has met mandates required by the state. Water meters that get replaced are being changed out with lead free meters.
c)Alderman Goodwine handed out budget sheets and announced a budget meeting on Wednesday April 18 at 7:00 p.m.
d)Alderman Hamilton reminded residents that golf cart stickers must be current to operate them on city streets.
e)Alderman Houmes announced that one bid had been received for the perpetual care florals. He made the motion to accept the bid from Treasured Roots Flower Shop in the amount of $8500. McElhaney seconded the motion. Roll call vote was taken and approved 7-0.
f)Alderman Anderson had nothing to report.
g)Alderman McElhaney had nothing to report.

XII. Mayor Comments
Residents may opt out of the electric aggregation with Homefield by completing and sending in the opt out card. The rate is lower than Ameren’s rate.
Rich Thompson has volunteered to be the area’s contact for the Lake Vermilion Water Quality group.
As per Ordinance and much searching and deliberation, Mayor Crusinberry appointed Jim DeWitt as Police Chief of the City of Hoopeston. Alderman Hamilton moved to approve the appointment seconded by Goodwine. Roll call vote was taken with Aldermen Anderson, Ankenbrand, Goodwine, Hamilton and Houmes voting aye and Florek and McElhaney voting no. The appointment was approved 5-2.

Alderman Houmes moved to adjourn seconded by Goodwine. Council was adjourned at 7:28 p.m.
