Village of Oakwood Board met March 12.

Here is the minutes provided by the Board:

Call to Order:

Clay Woodard called the meeting to order at 6:30 p.m.

Bob Parr made a motion to approve the expenditure of $600 to the Oakwood Food Pantry, with a second by Farrellstroh.

Public Comment:

OHS Art Students decorated the flag drop box for the village. The students were presented with a check for their work on this to put towards the art department.

Approval of Meeting Minutes:

Jason Whaling made a motion to approve the February 12,2018 minutes, with a second by Bob Parr.

Farrell Stroh made a motion to approve the February 20,2018 minutes, with a second by Dave Markwell.

Bob Parr made a motion to approve the March 6,2018 minutes, with a second by Bob Woodard.

Approval of Bills:

Clay Woodard presented the board with the bills for the board to review.

General fund: 544,078.60

Police: $3,905.49

Emergency Rescuse: 59,738.49

TIFF II: $852.11

Roads/Bridges: S600.00

Bob Parr made a motion to approve the bills as presented, with a second by Dave Markwell.

Treasurer Report:

•Getting ready for the end of the year audit. The ER audit will be combined with this audit.

•18 applications were received for the office position. Kathy Fourez was hired and will start training for the transition.

Village Attorney Report:

•The engineer will be at the board meeting in April to discuss the sub division plot that has been drafted.

•The Assistant States Attorney is trying to get matters resolved with the lots within the trail park.

Village Office Report:

•Information regarding the purchase/lease of copiers was presented to the board. Further information will be presented at the April board meeting.

•Energy Bid - Home Field rates stayed the same for 1 year next 2 years expected to drop.

Public Works Report:

•Motion Below: The Parks Street project moving along with putting in the new title. A resolution was presented to pay for immediate repairs to avoid further damage.

•The demolition of the IGA will be happening sometime after April 1st.

•Construction of the new shed at the park will start with the hiring of the concrete work.

•Motion Below: Phoenix Engineering provided information regarding the follow up study on the storm water improvements. Also provided a scope of service including the entire village within the study. The entire village scope of service was tabled until the April meeting. The following are the figures for the north village drainage issues that have been address:

o Preliminary - S35,160

o Final $24,892 up to date

o Bidding and construction phase not to exceed 550,052

•Farrell Stroh provided ideas for the Barber Street lots that have been obtained by the village. The plan is to provide a small park for children that live south of 150. Looking into putting a basketball hoop, swing set, merry go round from the park. He would also like to put a change link fence around the area. A couple of benches along with a flag pole.

Parks Street Repairs Resolution:

Farrell Stroh made a motion to approve the resolution to pay for the Parks Street drainage improvements in the amount of 5106,379, with a second by Bob Parr.

Phoenix Engineering Drainage Proposal:

Farrell Stroh made a motion to approve the scope of service for the drainage issues north of the village not to exceed 560,052, with a second by Bob Parr.

Village Police Report:

•The new radios have been installed and are now in service.

•Attending training on public safety and active shooter training for the school district.

Emergency Rescue Report:

•The transport van is up and running with trips currently on the schedule.

•Several of the units have had to have work on for various things.

•Attended active shooter training.

•Unit4-oil leaks

Clay Woodard announced that Terry was recognized by the EMT Association in Springfield for his activity in the profession for 40 years. He received the Doc Patterson and Robert Stripp outstanding award.
