I. Call To Order And Roll Call
There being a quorum, Mayor Marlin called the meeting of the Urbana City Council to order at 7:01 p.m.
II. Public Input
Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues.
Durl Kruse addressed the council concerning the necessity to address racial disparities in pedestrian stops. He said the pedestrian stop rate is more than three times higher than the traffic stop disparity and is not being addressed by the City.
His suggestions for the data to be collected on pedestrian stops are:
• Stop numbers by race, age and gender groupings
• Map overlays of where the stops are occurring
• reason for initiating the pedestrian stop
• outcome of the stop
When Mr. Kruse went beyond the five minute limit, Council Member (CM) Aaron Ammons made a motion to let him finish, seconded by CM Jared Miller.
Mr. Kruse told the council that they should publically discuss whether they will collect data concerning pedestrian stops and make the same commitment to reducing racial disparities for pedestrian stops as they have for traffic stops.
III. Reports Of Standing Committees (Council Member Dean Hazen)
a. Ordinance No. 2018-03-020: An Ordinance Vacating an Alley (North Alley of Water
Street between Lynn Street and Cottage Grove Avenue)
CM Dean Hazen made a motion to approve Ordinance No. 2018-03-020. Motion seconded by CM Wu and carried by roll call vote as follows:

Disposition: Ordinance No. 2018-03-020 was approved by roll call vote (6-Aye; 0- Nay).
b. Ordinance No. 2018-03-021: An Ordinance Vacating a Certain Portion of Right-of-Way (Church Street West of Lincoln Avenue)
Assistant City Engineer Brad Bennett informed council members about the changes in the ordinance. Section 3 was added which states the properties gaining right-of-way from the vacation will construct an eight foot wide multi-use path.
CM Hazen made a motion to approve Ordinance No. 2018-03-021. Motion seconded by CM Jakobsson and carried by roll call vote as follows:

IV. New Business
a. Ordinance No. 2018-03-025: An Ordinance Amending Urbana City Code Three,
Section 3-43 (Classes AA, AA-1 and G-1 liquor licenses for Vidhi 3 LLC dba Wyndham Garden Urbana, 1001 W Killarney St., Urbana, IL 61801)
CM Miller recused himself from discussion and voting on this item as he is employed by a business that currently holds a liquor license in the City of Urbana.
Mayor Marlin explained that this liquor license is because of a change in ownership of the Wyndham Garden Urbana.
CM Brown made a motion to approve Ordinance No. 2018-03-025. Motion seconded
by CM Ammons and carried by roll call vote as follows:
