Urbana City Council met March 19.

A. CALL TO ORDER AND ROLL CALL
There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council to order at 7:00 p.m.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
City Council Member (CM) Hazen made a motion to approve minutes from March 5, 2018. CM Ammons seconded and the motion carried by unanimous voice vote.
C. ADDITIONS TO THE AGENDA
There were no additions.
D. PUBLIC INPUT
Elizabeth Atkinson announced that CU March for Our Lives would take place Saturday March 24, 2:30-5:30 p.m. at Douglass Park in Champaign. Seven local High Schools are organizing this event, one of over 800 around the country. Council is invited, the event is public, and they would like as many allies as possible.
Annemily Hoganson didn’t wish to speak but was present supporting CU March for Our Lives.
Bishop King James Underwood and Rev. Dr. Evelyn Underwood didn’t wish to speak but wanted to voice their continued concerns about the Dr. Ellis subdivision sewer problems.

1. Committee Of The Whole ( City Council Member Dean Hazen)
a. Ordinance No. 2018-03-022: An Ordinance Authorizing the Sale of Certain Real Estate (909 North Harvey Street) – CD
On behalf of the committee, CM Hazen moved approval, seconded by CM Miller. With no discussion the motion passed by roll call vote 6-0: Ammons – yes;Brown – yes; Hazen – yes; Miller – yes; Roberts – yes; Mayor Marlin – yes

H. REPORTS OF OFFICERS
Mayor Marlin Mayor acknowledged the presence of four candidates for City Administrator and the Slavin Consulting Firm. She reminded everyone of the Public Forum Tuesday night March 20 from 6:00 pm - 7:30 pm at 1701 E. Main St, Urbana, the ILEAS Building.
CM Ammons wants to encourage students to continue to raise their voices and thanked them for coming tonight and for inviting council to the March for Our Lives. He considers this an importanat issue to our community.
In response to CM Brown concerning the schedule for the March, Emily Hoganson noted that there will be student speakers for 1 hour, 1 hour of marching, and 1 hour of community organization tabling. They are partnered with Moms demand Action.
I. NEW BUSINESS
1. Ordinance No. 2018-03-023: An Ordinance Approving and Causing Publication of the Official Zoning Map of the City of Urbana, Illinois (Plan Case No. 2330-M-18) – CD
Mayor Marlin noted that a corrected verison of the Ordinance was being presented. Planning Manager Pearson provided a staff report and memo. Ms. Pearson asked council to recall that once a year they are asked to approve a document, the map, that shows all the zoning changes, subdivisions, and annexations for the past year that have already been through council for approval. The Plan Commission recommends approval. Mayor Marlin pointed out that the changes are listed in the memo and that the draft maps have been skipped to save costs.
CM Roberts moved approval of the ordinance, seconded by CM Hazen. With no further discussion, the motion passed by roll call vote 6-0: Ammons – yes; Brown – yes; Hazen – yes; Miller – yes; Roberts – yes; Mayor Marlin – yes
2. Mayor Appointments to Boards and Commissions
a. Tree Commission

b. Property Maintenance Code Board of Appeals
1. David Crowe
Mayor Marlin nominated Bridette McGill, Urbana resident for about 48 years, a property manager, and an individual proud of our tree city designation who notes that she loves trees, to the Tree Commission. Mayor Marlin nominated David Crow to the Property Maintenance Code Board of Appeals noting that he has extensive construction experience, is president of TCT Construction, has studied Civil Engineering, and currently serves on the Building Safety Code Board of Appeals.
CM Miller moved approval of the nominations, seconded by CM Roberts. With no further discussion, the motion was approved by unanimous voice vote.
