City of Urbana Cunningham Township Board met Nov. 6.

Here is the minutes provided by the Board:

Elected Officials Physically Present:

Chair: Diane Wolfe Marlin Trustees: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller, Dennis Roberts; Maryalice Wu Town Clerk: Charles A. Smyth Supervisor: Danielle Chynoweth

Others Present: Fred Grosser, Township Attorney; Pastor Sheryl Palmer; Media members

A. Roll Call

Chair Marlin called the meeting of the Cunningham Township Board to order at 7:01 p.m.

B. Approval Of Minutes Of Previous Meeting

October 2, 2017 – Trustee Miller made a motion to approve the minutes of October 2, 2017. Trustee Roberts seconded. There were no corrections and the minutes were approved by unanimous voice vote.

C. Committee To Verify Bills

1. Town Fund in the amount of $82,216.70 2. General Assistance Fund in the amount of $27,210.99

Trustee Roberts made a motion to approve the Town Fund and General Assistance Fund bills for the amounts listed. Trustee Hazen seconded and the bills were approved by unanimous voice vote.

D. Reports Of Officers

Supervisor Chynoweth provided the board with a written monthly report. She summarized the Assistance Statistics by category as of Nov. 2, 2017 with a total active client base of 124. She also announced the Township is continuing sponsorship of an annual coat drive providing trustees with a flier.

E. Petitions And Communications

G. New Business

a. Resolution No. T-2017-11-007R – A Resolution Determining the Amounts of Money Necessary to be Raised by the Tax Levy for the Tax Year 2017, Collectible in 2018

Supervisor Chynoweth provided a written summary of her comments on her rationale for keeping the Township Levy at the same amount as last year. She indicated that she wanted to monitor GA levels, wait to see the impact of any changes to the Affordable Care Act and Medicaid on GA participants, keep the GA grant levels the same, assess the impact of new township education and employment programs, and develop a strategic plan for the Township.

A motion to approve Resolution T-2017-11-007R was made by Trustee Ammons and seconded by Trustee Miller. With no further discussion, the motion passed on a roll call 7-0. Voting Aye: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu. Voting No: none

b. Resolution No. T-2017-11-008R – A Resolution Approving And Authorizing An

Agreement Concerning The Disposition And Use Of Funds Disbursed Through The Cunningham Township Fiscal Year 2017-2018

Supervisor Chynoweth provided written comments and gave a brief history of homeless shelters since 1971 indicating how many services have been diminished or shut down in the past couple years. She reviewed last year’s efforts by the faith-based community with support from United Way and the City of Champaign to provide provisional shelters, a survey summary from last January of homelessness, and this year’s plans for the CU Men’s Emergency Shelter. Additional information was provided by Rev. Dr. Sheryl Palmer, Pastor of Faith United Methodist Church, Champaign on this year’s program and plans for opening.

Trustee questions and discussion followed centered on hours of operation and in particular, morning closing times. Trustees Ammons, Jakobsson, Roberts, and Wu expressed interest in finding some way to stay open longer in the morning until other facilities were open. Rev. Palmer indicated that she would discuss the costs and options with her board. Supervisor Chynoweth, in consultation with Attorney Grosser, indicated that she would bring back an amendment to the agreement in December for Board consideration.

A motion to approve Resolution T-2017-11-008R was made by Trustee Miller and seconded by Trustee Ammons. With no further discussion, the motion passed on a roll call 7-0. Voting Aye: Aaron Ammons; Bill Brown; Dean Hazen; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu. Voting No: none

H. Adjournment

There being no further business to come before the Cunningham Township Board, Chair Marlin declared the meeting adjourned at 7:36 p.m.
