Village of Tolono Board of Trustees met Dec. 5.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on December 5, 2017. President Rob Murphy called the meeting to order at 6:34pm. Roll call found the following trustees present: Vicki Buffo, Jacquie Miller, Anna Morris, Ryan Perry and Terrence Stuber. Trustee Jared Ping was absent. Also present were Clerk Brandy Dalton, Treasurer Robert Kouzmanoff and Public Works Superintendent Matt Graven

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

PUBLIC COMMENTS 

Mike Buening, on behalf of the Kinderwood HOA, asked who is responsible for the drainage in Kinderwood Subdivision. Village Engineer, Anthony Jansen said that he will look into it and get back to the Village.

David Foley and William Lamendola thanked Matt Graven and the Village for the work they did to resolve the drainage issue they were having.

REPORTS 

Public Works: Trustee Perry motioned to approve the purchase of 55 gallons of mosquito spray in the amount of $2483.70. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

- The sewer system needs some work done. Flow monitoring needs to be done to check for surface water infiltration in the sewer system. The most used pump station is seeing a lot of garbage.

- The outlet pipe for the pond in Kinderwood Subdivision was cleaned out, and it dropped the pond by 1 foot.

-Graven has a call with USIC to hopefully push through with them taking over our locating.

-IL Rural Water Assoc. does GIS for municipalities and is something Graven would like to look into for the future.

Engineers: - Chad Eastin is going to do the dirt work on the berm at the back of the building.

- Dave & Harry Locksmith has been to the Police Station to look at the doors.

- The evidence box was put in today.

- They are working on getting the dampers done.

- There is a change order for some miscellaneous items. It will go on the next agenda to be voted on.

- Grunloh will be having their landscaper come in the spring to aerate, seed and fertilize the lawn at the Police Station.

Treasurer: Trustee Stuber motioned to approve the bills as presented. Trustee Perry seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

APPROVAL OF PRIOR MINUTES 

Trustee Stuber motioned to approve the minutes of the last regular board meeting, held November 21, 2017. Trustee Perry seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

OLD BUSINESS - 

The electronic recycling is scheduled for April 7, 2018. They are discussing using a semi trailer for a price of approximately $3800. -Graven said that we are still waiting on engineering bids for the looping project.

MISCELLANEOUS 

Trustee Stuber motioned to approve the special event permit and temporary liquor license for Unity West PTO on February 2, 2018 and waive the permit fee. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

-Graven stated that he had the office send letters to people that have indoor water meters that need to be replaced, and they are not responding. The Board decided to send another letter stating if they don’t call to have it switched out by a certain date, their water will be shut off.

EXECUTIVE SESSION

Trustee Stuber motioned to enter into executive session for the limited purposes of discussing the hiring, firing, performance, compensation and/or employment of one or more Village employees at 7:40pm. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

The board returned to open session at 8:22pm.

NEW BUSINESS 

Trustee Perry motioned to approve employee end of year pay adjustments in the amount of $150 for full-time employees and $75 for regular part-time employees. Part-time employees will include the custodian and exclude the employees that only plow snow and the person that signs off on water reports for the EPA. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

APPROVAL OF PRIOR MINUTES 

Trustee Stuber motioned to approve the executive session minutes for August 1, 2017; September 19, 2017; October 3, 2017 and November 7, 2017 with the corrections to September 19, 2017 and November 7, 2017. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

Trustee Perry motioned to adjourn the meeting at 8:24pm. Trustee Stuber seconded the motion. Motion carried unanimously via voice vote.
