City of Hoopeston Water Sewer Committee met October 11.

The water/sewer committee met at 5 p.m. Wednesday, Oct. 11 at city hall. Attending were Chairman Lourdine Florek and members Chad Yaden and Carl Ankenbrand. Also present were Bill Goodwine, finance committee chairman and Sam Cole and Tracy Billings of C2 Engineering, who are working on the northeast sanitary sewer lining project.
Cole and Billings presented an overview of the project’s currents status. A preliminary plan was submitted to IEPA and Hoopeston’s updated application will be submitted as soon as a decision is made on revising the loan ordinance and amount of the loan request, increasing it from the $567,045.60 already approved to $703,749.69. The new figure includes some items already paid by the city, including project planning costs and design fees. Construction estimates were also updated.
An updated application was necessary because the IEPA changed its application process and is now asking for things like a five-year revenue projection.
The ordinance approving the original amount will be rescinded and a new resolution allowing Mayor Bill Crusinberry to sign the documents will need to be approved.
The group also discussed the possibility of up to 30% loan forgiveness from IEPA.
Once the application is submitted, we expect to receive approval in December of this year or February of next year. Construction is possible in spring or fall 2018.
