City of Hoopeston Finance/Police Committee met November 29.

Here is the minutes as provided by the committee:

In attendance were Bill Goodwine and Brandon Hamilton, of the Finance Committee. Also in attendance from the City were Bill McElhaney and Dawn Layden.

Representatives from the Insurance Program Managers Group (Illinois Counties Risk Management Trust) and A.J. Gallagher were invited to present proposals for city risk insurance.

IPMG discussed their proposal as well as answered questions concerning the strength of the ICRMT balance sheet. The IPMG proposal totaled $133,481 for the insurance.

A.J. Gallagher discussed its proposal. The A.J. Gallagher proposal totaled $128,757

The committee was unanimous in recommending the A.J. Gallagher proposal. The Committee then discussed extending the TIF program for an additional 12 years. Chairman Goodwine is to schedule a meeting of all taxing bodies to discuss the extension. Assuming all agree that an extension is in the best interest of the city, a letter from each taxing body is needed to seek approval.

An increase in employee health insurance was discussed. Aetna is proposing a 49% increase. Goodwine is to seek alternatives. Goodwine stated that despite the large increase to the city for program premiums last year, Aetna reports that for every dollar of premium paid in Aetna paid out $1.25 in claims.

The meeting was adjourned at 9:05 p.m.
