City of Urbana Cunningham Township Board met October 2.

1. Roll Call
Chair Marlin called the meeting of the Cunningham Township Board to order at 7:00 p.m.
2. Public Participation
There was none.
3. Approval Of Minutes Of Previous Meeting
Trustee Jared Miller made a motion to approve minutes from September 5, 2017, and August 7, 2017 (Public Hearing). Trustee Bill Brown seconded. Motion carried by voice vote.
4. Committee To Verify Bills
The following items presented in omnibus fashion:

2. General Assistance Fund
Trustee Bill Brown made a motion to approve the Town Fund for $40,018.54 and the General Assistance Fund for $40,355.72. Trustee Maryalice Wu seconded. Motion carried by voice vote.
5. Reports Of Officers
Township Supervisor Danielle Chynoweth gave an overview of activities that continue to transpire at the Cunningham Township. Some of the highlights are as follows:
• October 21, 2017 Annual Expungement and Record Sealing Summit – 10 GA participants were signed up for the event in collaboration with the Circuit Clerk and Sheriff’s Office.
• With the assistance of Regional Planning Commission, a retiree received help with a deposit for an apartment and an old outstanding utility bill.
• Two long-term clients have transitioned into employment in the past month.
• Applications from homeless individuals continue to rise. Ms. Chynoweth expressed her concerns about these trends due to the lack of shelters in Champaign-Urbana, in particular for women between 24-55 years old who are not domestic violence survivors.
• Cunningham Township was able to assist two homeless youths (18 years old) by qualifying them for GA fund assistance and getting them registered for school because they did not finish.
• Public Announcement: Ms. Chynoweth found out that The Urbana Free Library provides home delivery services to home bound residents.
Trustee Ammons reiterated and added to the announcement for the Expungement and Record Sealing Summit event that will take place at the Stone Creek Church from 8:30am-5:00pm. He announced an Amnesty week that started 10/2 and it runs through the 10/6. This will allow anyone who has outstanding court fees a waiver with the collection fees. He also asked if the Township could assist with these sorts of fees.
Trustee Jakobsson mentioned reading an article that he read about the Cook County area and the increased Bankruptcy cases due to high court fees and fines. He suggested that the board should think about a resolution for the state to considering the issue and structure fees based on income and not a flat rate. Discussion ensued.
