Village of Tolono Board of Trustees met October 3.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on October 3, 2017. President Rob Murphy called the meeting to order at 6:30pm. Roll call found the following trustees present: Vicki Buffo, Jacquie Miller, Ryan Perry, Jared Ping and Terrence Stuber. Trustee Morris was absent. Also present were Treasurer Robert Kouzmanoff, Public Works Superintendent Matt Graven, Clerk Brandy Dalton and Police Chief Rick Raney.

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

Public Comments:

Matt Ritchie and Scott Taylor represented the Unity JFL Board. They want to have a Zombie 5K on 10/28/17 using the same course that Fun Day uses. The result of a straw vote was to allow it and waive the Special Event Permit requirement.

Bob Williams of 409 South Bourne was present to express his concern with his water bill going up from $42 last month to $175 this month. He said he can’t find any leaks. Public Works will check his meter for a leak indicator and the office staff will look into his account.

Reports:

Public Works:

-The proposal from USIC for utility locating was tabled so that Graven can find out if there is a time frame we have to be in a contract with them. -Graven said he has hundreds of old meters to scrap. The board told him that he just needs to bring them a list of items when he is ready to take them so that they can pass an Ordinance of Disposition. -Public Works will use the leaf vaccum on Mondays and Tuesdays every week until December beginning on October 10.

Engineers:

Josh Rucinski said that Grunloh is working on the landscaping at the new Police Station, tilling out bare spots, raking out gravel and rubbish, adding soil and re-seeding. There is a meeting on October 4 to discuss getting rid of the dirt pile. Farsworth is doing a project correction on the drop box and will not charge the Village for it.

Trustee Stuber motioned to approve Pay Application #7 in the amount of $68,740.94. There was no second and the motion died.

Treasurer:

Treasurer Kouzmanoff gave the Treasurer’s Report

Trustee Ping motioned to retroactively approve the bond service payment to Hickory Point Bank from the TIF Fund in the amount of $26,876.66. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Champaign County has been depositing the TIF money into the General Operating Fund. Trustee Buffo motioned to approve a General Fund Transfer of $370,659.49 to TIF Fund. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Police:

Chief Raney said that Mediacom has pulled the line from the pole to the property room, and they will be there tomorrow to install the modem and activate it. Once IT sets everything up Barbeck can do the speed test and start installing the IP phones.

The management of The Oaks trailer park has been getting rid of the people that the Police Department have numerous issues with.

Approval of Prior Minutes:

Trustee Miller motioned to approve the minutes of the last regular board meeting, held September 19, 2017. Trustee Ping seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Old Business:

Trustee Ping motioned to approve the proposal from American Legal Publishing for codification of ordinances and allow Kouzmanoff to work out a payment plan with them. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Trustee Ping motioned to approve the proposal from FE Moran for alarm system monitoring at the new police station in the amount of $140 every month. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, abstain; Ping, yes; Stuber, yes. Motion passed unanimously.

New Business:

The board discussed electronics recycling. Kouzmanoff was asked to work with the company to schedule a 1⁄2 day on a Saturday in the spring starting at 7am with 6-7 totes.

Trustee Perry motioned to approve the termite contract with TLC Pest Control in the amount of $195 each year. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Nuisance and Tickler Files:

Attorney Miller said he needs to work with the clerk on this.

Miscellaneous:

The Board approved a special events permit for the Loose Cobra on October 7, 2017 by a straw vote.

Trustee Stuber motioned to enter into Executive Session for the limited purpose of discussing the hiring, performance, compensation and/or employment of one or more Village employees.

The board returned to regular session at 7:50pm and Trustee Stuber motioned to adjourn the meeting. Trustee Buffo seconded the motion. Motion carried unanimously via voice vote.
