Champaign County Sheriff's Merit Commission met May 31.

Here is the minutes as provided by the commission:

Call to Order

Chair Michael Kirby called the meeting to order at 4:30 p.m. Declaring a quorum present, the

Chair proceeded with the meeting.

Approval of Minutes

Commissioner Anderson made a motion to approve the minutes from the April 11, 2017

meeting; seconded by Commissioner Clark. Motion passed.

Public Participation

Sheriff Walsh checked the lobby of the Sheriff’s Office - there was no public participation.

Action Items/Discussion

Sheriff Walsh spoke about the recent law enforcement test. We tested on May 13 and then had

a make-up test on May 15 (due to college graduations being on May 13). Sheriff advised our

current list did expire although we may have laterals, so if anything we may hire 3-4 individuals

from this list. Sheriff explained about using the “raw score” recommended by the Fire & Police

Selection testing company. He did advise there are individuals who are bad test takers but have

great people skills. Sheriff requested the Commission to set the (raw) score between 78 - 80.

Commissioner Clark requested additional information about the raw score and the Sheriff

explained. Chair Kirby advised that if they set the score at 78 almost all would be on the list.

Commissioner Anderson made a motion to set the cut off at the raw score of 78; Commissioner

Clark seconded. Motion passed.

Sheriff asked about the commissioners participating in oral interviews, he advised that it would

be a problem if not all attended. Commissioner Clark would like to sit in on oral interviews.

Sheriff Walsh said if we invited informally, there should not be a problem with just one

commissioner attending.

Other Business

Sheriff Walsh advised the Commission that the current Law Enforcement – Sergeant Promotion

list expires on June 22, 2017. We have one sergeant retiring in September and possibly a

second sergeant relocating in the fall as well. Sheriff Walsh advised the commission that he

and his command staff usually do the interviews (they look at evaluations, disciplines, etc.) but

offered the commission to be involved if they preferred to. After some discussion, all

commissioners agreed to have the Sheriff and his staff do the promotion interviews.

Motion to adjourn the meeting by Commissioner Anderson; seconded by Commissioner Clark.

The meeting adjourned at 4:45 p.m.
