Homer Board of Trustees authorizes construction of pavilion at the Village Hall

Homer Board of Trustees met Monday, Jan. 9.

Village of Homer Regular Meeting of Trustees January 9, 2017 7:00pm

Those Present: Village Trustees: Zach Wells, Kevin Knott, Guy James, Mike Johnson, Roy Woodmansee, and Charles Montgomery, Village President, Raymond Cunningham, Village Clerk, Sharon Jeffers, Treasurer, Cindy Pruitt, Chief of Police, John Rouse, Maintenance, Bub Miller, Water, Ed Shirley, Sewer/Zoning/Maintenance, Dave Hermes, South Homer Township Supervisor, Matt Dillon, Residents, Billy Mitchell, and Christine Cunningham, and reporter from News Gazette/Leader.

Public Comment: South Homer Township Supervisor, Matt Dillon, discussed the TIF money that was given to the Township for roof coating. The price of the service has gone up drastically. They would like to know what they need to do with the money or what is necessary if they decide to change the project. Clerk Jeffers will contact the TIF Lawyers to discuss options.

Board Comments: IDOT has changed its temporary road closure procedures. A resolution must be passed for each individual event, and if more than four hours, special permission must be given. Also, insurance must be provided to IDOT.

Minutes: Kevin Knott made the motion to approve December minutes as presented, Charles Montgomery, second the motion, all in favor, motion approved.

Village bills: Roy Woodmansee made the motion to pay Village bills as presented, Guy James, seconded the motion, roll call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Roy Woodmansee, yes, and Charles Montgomery, yes, motion, approved.

Reports: Kevin Knott made the motion to approve Treasurer, Police, Water, Sewer, Zoning, Maintenance, and Village Hall reports as presented, Guy James, second the motion, all in favor, motion approved.

- The water main leak has been found and repaired. Approximately 1.5 million gallons lost.

Hire Engineer: Roy Woodmansee made the motion to authorize Tom Overmyer, Phoenix Engineering, to begin plans for the construction of pavilion/restroom/concession stand at the Village Hall, Kevin Knott second the motion, roll call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Roy Woodmansee, yes, and Charles Montgomery, yes, motion approved.

Travel Expense guideline ordinance will be presented and passed at the February meeting.

Adjourn: Kevin Knott made the motion to adjourn, Guy James second the motion, all in favor, motion approved. Adjourn 7:27pm
