The Philo Board of Trustees met Sept. 14 to discuss treatment of standing water.

Here are the meeting's minutes, as provided by the board:

Meeting REGULAR MEETING OF THE BOARD OF TRUSTEES

VILLAGE OF PHILO, ILLINOIS

September 14, 2016

The meeting was called to order by President Larry Franks at 7:00 p.m. at the R.E. Franks Center in the Eileen Painter room.

GUESTS: Dave Atchley, Paul Hendren, Dave Traxler, Janet Decker, Dave Laker, Ted Rund, Linda Rund, Jim & Kathy Forrest and Christine Walsh.

ROLL CALL: Present-Trustees John Mumma, Steve Messman, Rachael Garrett, Pat Pioletti and Paul Brady. Absent-Trustee Sappenfield.

MINUTES: Trustee John Mumma made a motion, seconded by Trustee Steve Messman, to approve the minutes of August 10, 2016. Voice vote, all “aye’s” motion carried unanimously.

SPECIAL MINUTES: Trustee Steve Messman made a motion, seconded by Trustee John Mumma, to approve the minutes of August 31, 2016. Voice vote, all “aye’s” motion carried unanimously.

ACCOUNTS PAYABLE WARRANT: Trustee Pat Pioletti made a motion, seconded by Trustee Steve Messman, to approve the payment of bills as presented. Roll call vote; “aye’s” Trustees Mumma, Messman, Pioletti, Garrett and Brady. Motion passed unanimously.

RUND: Ted asked if the Board would approve the special poles, like in the other phases of his subdivision, indicating a total of three (one for each block). He also said he wants phase III to be extremely nice and wanted to ask if they would approve expanding on the center of the 50’ round turnaround. President Franks stated the Board could not take any action on his requests as they were not on the agenda. Trustee Pioletti felt if his plan is over and above original plan, can’t he go through Atchley. President Franks asked Ted to prepare a sketch for Dave Atchley, our engineer.

ENGINEER: Dave Atchley stated the oil & chip is done, he reviewed the bill and the quantities checked out. Trustee John Mumma made a motion, seconded by Pat Pioletti, to approve the payment to Illiana for the 2016 MFT work in the amount of $24,291.15. Roll call vote; “aye’s” Trustees Mumma, Messman, Pioletti, Garrett and Brady. Motion passed unanimously.

Mr. Atchley indicated once he receives information from the surveyor, he will record the final plat for the Willow Run Phase III.

Dave A. has had contact with Rodney Parrot regarding the Dollar General landscaping. President Franks asked Dave A. to follow up with him and report back to the Board. The erosion problem area will need to be regroomed and addressed and new seeding completed. President Franks said we should stay on top of it.

The drainage issue just off Route 130 was discussed. Trustee Pioletti asked what the white paint markings were about. Dave T. is working on some drainage issues at corner of Adams and Madison.

VILLAGE ATTORNEY: Paul reviewed the Willow Run Phase III items and indicated all documents will be recorded at the county courthouse and copies will be sent to the County Clerk to ensure they are informed for taxation purposes. The issue of building codes was discussed. Paul stated the State imposes codes, if we don’t have them. We have minimum housing size codes. Mr. Hendren went on to say we don’t really have anyone to administer other codes. Trustee Messman asked if there was something at the county level and Paul H. indicated there is not. President Franks added if we have codes we would need someone qualified to enforce.

President Franks commented that he will be mailing some letters to Village residents and if no response, will forward to Paul H.

VILLAGE MAINTENANCE: Dave T. said there were no building permits, but had 1 or 2 in August. He commented about LeFaivre’s trees that had been trimmed by power company, but are now full of termites and need to come down. The shingles on the gym roof are good, there were a few nails that popped up and those were fixed. When it rains he will get a lift and have them try to determine where water is leaking. The sidewalk estimate for 404 S. Adams was reviewed. Trustee Mumma made a motion, seconded by Trustee Garrett, to approve the estimate for $1,200.00 for sidewalk replacement. Roll call vote; “aye’s” Trustees Mumma, Messman, Pioletti, Garrett and Brady. Motion passed unanimously.

The catch basin at Gary Kirby’s had a hole by the basin that was several feet. They believe a tile broke and placed plywood over the hole until the problem can be fixed.

Trustee Pioletti asked Dave T. to remove a volunteer mulberry tree at Garfield & Pershing. He will also trim back a tree near a yield sign.

Treatment of standing water was discussed and Trustee Brady asked that a letter be sent to the pool owner on Harrison Street. President Franks will also send a letter to Ms. Woods regarding her mulch pile.

People have expressed some interest in the Ford truck. Dave T. said the plow and spreader is being put on the newly purchased truck.

We have one more year of salt storage and maybe more.

VILLAGE TREASURER: Rodney was absent, but told President Franks earlier that everything looked good.

OLD BUSINESS: The bike rack is in and will be installed.

The sign is up and running. The WIFI receiver is protected under the overhang at the north entrance to the REFMC. Janet will work on some guidelines and asked if it should be turned off or run 24/7. The Board wants it left on.

NEW BUSINESS: Janet presented the REFMC report along with a report comparing this year and last year. The building committee and President Franks to meet and then Trustee Pioletti will talk to Hugs & Bugs. The lease is up November 1st.
