The Champaign Plan Commission proposed an amendment to the city's zoning code Jan. 15 that would require builders and designers of tall buildings to setback their tallest portions several feet from the street to minimize shading.
If adopted by the City Council, the amended code would combat the so-called "canyon effect" by requiring buildings that are 85 feet or taller to have facades that were five feet back from the edge of the sidewalk, beginning after the first 35 feet of the building.
The current code requires all buildings with more than three floors to stepback the facades of all additional floors. The proposed amendment changes the measurement used in the code from the number of stories to feet, and provides a more detailed framework that takes into account feasibility feedback from builders and architects.
Plan commissioners said the change would require no changes to staffing or the city budget.
