Effective January 1, 2025, the Illinois Department of Agriculture began enforcing Illinois Public Act 103-0976, which sets rules for pesticide use in municipalities. The law requires that municipalities and government entities provide at least 24 hours' notice to the public before applying pesticides on public rights of way within municipal boundaries.
According to the act, notices must include the location and date of intended applications, the name and type of pesticide to be used, the reason for use, concentrations, any special instructions, the name and telephone number of the applicator, and contact information for the Illinois Department of Agriculture. The notice must be written and posted at least 24 hours before application. Written notice is considered sufficient if it is posted in newsletters, websites, calendars or other correspondence published by the government entity.
The City of Champaign stated: "There is no prescribed notification template at this time, therefore the City of Champaign will meet the requirement by issuing a monthly information notice for general pesticide use covering City-wide application by its employees and contractors. These notices will be posted on the City’s website and shared via social media accounts. Additional notices may be issued for more specific areas, for example extended use near a detention basin."
The city has made its September 2025 notification available online.
