Congresswoman Mary Miller of Illinois’s 15th district has reintroduced the Safety and Opportunity for Girls Act. The measure, announced on the 105th anniversary of the certification of the 19th Amendment, aims to strengthen protections under Title IX for women’s sports, spaces, and locker rooms.
The bill defines sex as “male” and “female” based on biological determination. According to Miller’s office, this is intended to ensure that Title IX cannot be reinterpreted in a way that affects opportunities or privacy for women. The legislation clarifies that schools are permitted to maintain separate bathrooms, locker rooms, and athletic or academic programs based on sex. It also seeks to prevent the Department of Education from withholding funding from schools that adhere to these definitions.
“The Left is erasing decades of progress for women by forcing girls to compete and share private spaces with men. We cannot let this continue,” said Congresswoman Mary Miller. “On the 105th anniversary of the certification of the 19th Amendment, my bill will secure Title IX’s original purpose of protecting biological girls’ sports, privacy, and opportunities.”
The legislation has received support from Representatives Nancy Mace, Diana Harshbarger, Ben Cline, Tim Burchett, Lauren Boebert, Glenn Grothman, and Sheri Biggs as cosponsors. Several organizations have also expressed support for the bill, including Concerned Women for America, Moms for America, American Principles Project, Moms for Liberty, Parents Defending Education, Family Research Council, and Family Policy Alliance.
Miller was elected to Congress in 2020 after defeating Erika Weaver in the general election with more than 73 percent of the vote. She won reelection in 2022 against Paul Lange with over 71 percent of ballots cast. She began serving as representative for Illinois’ 15th district in 2021 after succeeding John Shimkus.
