City of Monticello City Council met April 14
Here are the minutes provided by the council:
Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was taken by the City Clerk.

A motion was made by Alderman Brock, seconded by Alderman Burris, to approve the Consent Agenda items. The motion passed 8-0.

A few business transitions…
Welcome to Donny Curtis, new owner of Holly’s Country Kitchen. Thank you to Holly Miller for the last 5 Years of running Holly’s. After 10 years in business, Roger & Amy Salmon are retiring from the Monticello Bowl & Lounge. Wishing them the best on their new adventure.
Upcoming Events –
Tickets for the annual Whites of Spring downtown shop walk are on sale. The event will be held Friday, May 9th, and tickets can be purchased online at monticellomainstreet.org. The annual Monticello Historic Preservation Commission Awards will be announced for Monticello Historic Preservation Week, the third week in April (20th – 26th, 2025). Also, I would like to thank Maynard Suhre for his service of 13 years on the Monticello Historic Preservation Commission.

Mayoral Appointments
Monticello Fire and Rescue Department, Fire Fighter – Chase Hammock
A motion was made by Alderman Brock, seconded by Alderman Broadrick to approve the appointment of Chase Hammock as a volunteer firefighter on the Monticello Fire & Rescue Department. Motion carried.
Mayoral Proclamation “April 14th, 2025 as Monticello Historic Preservation Week”
Mayor Stoner read a Proclamation naming April 14, 2025 as Monticello Historic Preservation Week.
Resolution 2025-30: Amending the Employee Policy Manual – Residency Requirement
Terry Summers presented the following:
Our current collective bargaining agreement with the police union expires the end of this year and one of the things that we discussed internally with our labor attorney was trying to increase the application pool for law enforcement and we thought it would be beneficial to do the same for full-time employees as well. City Council approved extending the residency requirement from five miles from City Hall to twelve miles from City Hall in 2021. This resolution is asking the City Council to extend the residency requirement from twelve miles to twenty-five miles from City Hall.
After further discussion a motion was made by Alderman Yoon, seconded by Alderman Cary, to approve Resolution 2025-30. The motion passed 8-0.
Aldermen Reports
Alderman Yoon stated the Monticello Middle School and High School Jazz Band Concert at Allerton was cancelled a couple weeks ago due to weather. So, it will be this Wednesday, April 16th, Allerton mansion.
Alderman Burris wanted to say goodbye and thank you to Alderman Brock for his service on the City Council.
Alderman Brock stated he wanted to thank everyone he has worked with. The only other thing I would like to bring up, please try hard over the next few years to bring our fire department more in line with where it needs to be.
Alderman Koon stated he wanted to thank Alderman Brock for his years of service on the City Council.
Alderman Lively stated she wanted to thank Alderman Pearcy and Alderman Brock for their service to the City Council.
Police Chief’s Report
Chief Bross stated that April is Distracted Driving Month, so if you notice our speed trailer goes out on Bridge Street. Just kind of reminder for people coming into town to stay off their cell phones, use the hands-free device. That helps us out a lot, it lessens a chance of an accident, especially with all the schools here. Which goes along with our traffic safety challenge that we put in for each year. Thursday April 24th Officer Doherty graduates PTI and Officer Dalton starts PTI Monday April 21st. We also install GPS on the squad cars which is an added layer of security for our officers.
Fire Chief’s Report
Chief Rupkey thank Alderman Brock for his words of support for the Fire Department. He then reviewed his monthly report and made note of the 58 calls the department received in February. They were also able to have a tour of the new Sage’s Daycare as part of their training this month. They completed their sexual harassment policy review, along with their mandated training on procedures and drills, as well as patient Alzheimer’s review training.
City Administrator’s Report
Terry Summers stated last week we conducted interviews for the public works director so we get somebody hired in for that position maybe early May at the earliest. We are accepting applications through May 2nd for two labor positions. Oberheim Park 100% construction documents are due April 30th with bid openings June 2nd, along with council approval and award of the project if it's within budget would be June 9th. Scott Bailey started with the city in 1987 and will retire in June of this year. I would like to thank Alderman Brock and Alderman Pearcy for all their years on the council.
