City of Champaign City Council met April 15

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL: Present: Jamar Brown, Michael Foellmer, Matthew Gladney, William Kyles, Vanna Pianfetti, Kathy Shannon, Davion Williams, Alicia Beck, Mayor Feinen

Absent: None

SPECIAL RECOGNITION:

Mayor Feinen presented a proclamation to members of METCAD identifying the week of April 13, 2025 through April 19, 2025 as National Public Safety Telecommunicators Week.

APPROVAL OF MINUTES:

February 18, 2025 Community Civic Event Developer’s Forum

March 18, 2025 Regular Council Meeting

Approval and Release Determination of Closed session Minutes

CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.

CORRESPONDENCE:

• Email regarding the Township referendum

• Email regarding the arrest of a Tufts student

CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2025-046, “A Resolution Designating a Portion of Walnut Street as Honorary Patricia Avery-Neal Way (Public Works Department – Between North Street and Columbia Avenue)”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following member of the audience spoke:

• Stephanie Tucker

Council comment included the impact Patricia has had on the community. A roll-call vote was taken; all voted yes.

Passed CB-2025-047, “A Resolution Authorizing the City Manager to Execute Change Order No. 2 for Depository and Online Banking Services Agreement (Finance Department – Busey Bank)”

Amount: $36,000.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2025-048, CB-2025-049, and CB-2025-050. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2025-048, “A Special Ordinance Authorizing the Ceding of Private Activity Bonding Authority”

Passed CB-2025-049, “An Ordinance Reallocating $3,864,856 of the City of Champaign, Illinois 2025 Private Activity Bond Allocation to the Illinois Housing Development Authority (Neighborhood Services Department – Illinois Housing Development Authority)”

Amount: $3,864,856.00

Passed CB-2025-050, “An Ordinance Approving the Transfer and Reallocation of Volume Cap in Connection with Private Activity Bond Issues, and Related Matters (Neighborhood Services Department – Town Of Normal)”

After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-051, “A Resolution Approving the Final Plat of Parker Glen Subdivision (Located on the west side of Neil Street At the western terminus of Twins Drive)”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following member of the audience spoke:

• Mark Medlyn, Champaign

A roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2025-052 and CB-2025-053. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2025-052, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for the Construction of Phase 3 of the Garden Hills Drainage Improvement Project (Public Works Department – Stark Excavating, Inc.)(City Project No. 0689)”

Amount: $16,184,000.00

Workforce Diversity Incentive: $404,600.00

Passed CB-2025-053, “A Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Clark Dietz, Inc. to Provide Construction Engineering Services for Phase 3 of the Garden Hills Drainage Improvement Project (Public Works Department – Clark Dietz, Inc.)(City Project No. 0689)”

Not To Exceed: $2,236,000.00

After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-054, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for the 2025 Infrastructure Maintenance Project (Public Works Department – Feutz Contractors, Inc.)”

Amount: $1,066,674.90

Workforce Diversity Incentive: $26,666.88

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-055, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute a Contract for the Champaign Police Department Lobby Elevator Upgrade Project (Public Works Department – Roessler Construction & Contracting, Inc.)”

Amount: $369,000.00

Workforce Diversity Incentive: $9,226.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-056, “A Resolution Approving a Software Subscription Agreement for Pay by Cell Parking Software Services (Public Works Department – Passport Labs, Inc.)”

Not To Exceed: $42,750.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

AUDIENCE PARTICIPATION: The following members of the audience commented regarding various community concerns:

COUNCIL AND MANAGER COMMENTS:

Mayor Feinen, joined by members of Council, presented a Proclamation for Council Member Beck’s service and contributions to the City of Champaign as a member of the Champaign City Council.

Council comment included appreciation for Council Member Beck’s service to the City; appreciation for METCAD and Champaign Police Department staff; and the IDOT project scheduled for Prospect Avenue.

City Manager Walls expressed her appreciation for Council Member Beck’s dedicated service to the City of Champaign.

VOUCHERS:

CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated March 8, 2025 through April 4, 2025 in the amount of $6,306,070.70. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated March 14, 2025 in the amount of $2,594,905.23 and the payroll dated March 28, 2025 in the amount of $2,402,033.86. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Gladney, moved to adjourn. A roll-call vote was taken; all voted yes.
