City of Monticello City Council met March 24
Here are the minutes provided by the council:
Deputy Clerk Metcalf called the meeting to order at 7:00 and led the Council in the Pledge of Allegiance.
Alderman Burris then led the Council in prayer. Deputy Clerk Metcalf asked for a motion from the Council to nominate an alderman to serve as Mayor Pro-Tem in Mayor Stoner’s absence. A motion was made by Alderman Reed, and seconded by Alderman Burris, to appoint Alderman Brock as Mayor Pro-Tem. The motion carried. Roll call was then taken by the Deputy City Clerk.

A motion was made by Alderman Woodham, and seconded by Alderman Broadrick, to approve the Consent Agenda items. The motion passed 9-0.

Public Hearing - Annual Appropriation Ordinance 2025-29
The Public Hearing was opened by Mayor Pro-Tem Brock at 7:04pm. No comments were received in-person or remotely. The Public Hearing was closed at 7:05pm
Ordinance 2025-29 An Ordinance for the Appropriation for the Fiscal Year Commencing on January 1, 2025 Ending on December 31, 2025 for the City of Monticello, Piatt County, Illinois
Terry Summers presented the following general information regarding Ordinance 2025-10:
The City Council annually adopts an appropriation ordinance, which must be passed during the first quarter of each fiscal year. A Public Hearing will be held prior to the consideration of the appropriation ordinance. (The public hearing notice will be published in the March 12 and 19 editions of the Piatt County Journal Republican in accordance with State Statutes). The appropriation ordinance serves as the City’s legal spending authority and sets the maximum legal spending limit for the year. The appropriation ordinance is slightly inflated over the adopted FY 2025 Budget to allow for unforeseen revenues and/or expenditures. You were provided a draft of the 2025 appropriation ordinance for review and discussion at the March 10th City Council meeting.
An additional $12,000 was added to the final 2025 appropriation ordinance for the labor to install the new windows at the Livingston Center. The FY2025 budget included the following capital improvements and other expenditures outside of normal annual operations and maintenance.
Livingston Center window replacement $38,000
New fleet vehicle $35,000
Police Pension $500,000
Lap tops for police squad cars $41,000
Squad Car Replacement $64,000
Grant and Buchanan Streets Debt Payment $246,000
Main, Independence and William Streets $1,150,000
*The city has spent over $9,000,000 on street infrastructure projects since 2016.
Sangamon River Bridge Trial Extension $38,000
Oberheim Park $8,000,000
Robert C. Burke Memorial Park $2,200,000
Fire Station Improvements $115,500
A motion was made by Alderman Woodham, and seconded by Alderman Cary, to approve Ordinance 2025-10.
The motion passed 9-0.
Aldermen’s Report: Alderwoman Yoon reported that the Monticello High School and Middle School Jazz
Band is having a concert at Allerton Mansion on 4/2 and the High School Blood drive is being held on Thursday March 27 8:30-2:30. Alderman Broadrick invited everyone to attend a meeting on 4/1 to preserve the brick sidewalks in the community.
Police Chief’s Report: Chief Bross informed the council that low-speed vehicle stickers are available for $35.00
City Administrator’s Report: Jake Gifford resigned and his last day will be March 28. The deadline for the Public Works Director applications is March 28th.
A motion was made by Alderman Burris, seconded by Alderman Broadrick, to adjourn the meeting at 7:13 pm.
