The County Board of Champaign County, Illinois met at a Special Meeting, Thursday, March 4, 2025, at 6:00 PM in the Shields-Carter Meeting Room, Brookens Administrative Center, 1776 East Washington Street, Urbana, Illinois, with County Executive Steve Summers presiding and Matthew Cross as Clerk of the meeting.

ROLL CALL

Roll call showed the following members present: Fortado, Greer, Hanauer-Friedman, Lokshin, Peugh, Stohr, Sullard, Thorsland, Wiggs, Wilson, Cagle, Crane, Esry, and Lokshin – 14; late: Rodriguez and Vanichtheeranont (both arrived at 6:02 and missed no votes) – 2; absent: Farney, Fava, Rogers, Sexton, Carter, and Cowart – 6. County Executive Summers declared a quorum present and the Board competent to conduct business.

READ NOTICE OF MEETING

The Clerk read the Notice of the Meeting, said Notice having been published in the News Gazette on March 1 and March 2, 2025.

APPROVAL OF AGENDA/ADDENDA

Board Member Sullard offered a motion to approve the Agenda/Addenda; Board Member Thorsland seconded. The motion carried by unanimous voice vote.

PUBLIC PARTICIPATION

None.

COMMUNICATIONS

None.

NEW BUSINESS

Board Member Lokshin offered a motion to adopt Resolution No. 2025-66 appointing DeShawn Williams as the Interim Treasurer of Champaign County, Illinois; Board Member Stohr seconded. The motion carried by unanimous voice vote.

Board Member Peugh offered a motion to adopt Resolution No. 2025-67 authorization of signatures for the Champaign County Treasurer’s accounts, Champaign County Collector’s accounts, and investment instruments or investment accounts; Board Member Esry seconded. The motion carried by unanimous voice vote.

Board Member Hanauer-Friedman offered a motion to adopt Resolution No. 2025-68 authorization of facsimile signatures for the Champaign County Treasurer’s accounts and the Champaign County Collector’s accounts; Board Chair Locke seconded. The motion carried by unanimous voice vote.

ADJOURNMENT

County Executive Summers adjourned the meeting at 6:03 PM.
