There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.
ROLL-CALL: Present: Alicia Beck, Jamar Brown, Michael Foellmer, Matthew Gladney, William Kyles, Vanna Pianfetti, Kathy Shannon, Mayor Feinen
Absent: Davion Williams
SPECIAL RECOGNITION:
Mayor Feinen, assisted by Fire Chief Quarnstrom, administered the oath of office to the following promoted employee: Stephen McConkey, Fire Captain.
Mayor Feinen, assisted by Police Chief Tyler, administered the oath of office to the following promoted employees: Gregory Manzana, Deputy Police Chief; Kaitlin Fisher, Police Lieutenant; Dane Kaldahl, Police Sergeant; and Jordan Wells, Police Sergeant.
APPROVAL OF MINUTES:
January 21, 2025 Regular Council Meeting
January 28, 2025 Regular Study Session
CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.
CORRESPONDENCE:
• Email in favor of a ceasefire resolution and divestment from Isreal
• Email regarding District 1 Council Member
CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.
PUBLIC HEARINGS:
Proposed Vacation of Public Alley Right-of-Way North of 612 North Walnut Street - Mayor Feinen gave a brief explanation of the purpose of the public hearing, opened the public hearing at 7:15 p.m. and invited the public to speak. No members of the audience spoke. The public hearing was closed at 7:16 p.m.
ACTION ON COUNCIL BILLS
ORDINANCES AND RESOLUTIONS:
CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2025-016 and CB-2025-017. A voice vote was taken on the motion to consolidate; all voted yes.
Passed CB-2025-016, “A Resolution Approving the Appointment of Nicholas Kut to the Human Relations Commission in the City of Champaign”
Passed CB-2025-017, “A Resolution Approving the Appointment of Prince Robertson to the Citizen Review Subcommittee of the Human Relations Commission in the City of Champaign”
After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-018, “An Ordinance Amending Sections 14-21, 14-22, 14-23, and 19-8.8 Of the Champaign Municipal Code, 1985, as Amended (Finance Department – Food Service Establishments)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-019, “An Ordinance Vacating a Right-of-Way North of 612 North Walnut Street (Planning and Development Department – 612 North Walnut)”
Amount: $290,273.00
CM Pianfetti, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-020, “A Resolution Authorizing The City Manager to Execute Change Order No. 1 for the Public Works Parking Building HVAC and Storage Area Design Project (Public Works Department – Farnsworth Group, Inc.”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-021, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for the 2025 Street Patching Project (Public Works Department – Feutz Contractors, Inc.)(City Project No. 0790)”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-022, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute a Contract for the Fire Sation No. 1 Dorm Renovation Project (Public Works Department – Petry-Kuhne Company)”
Amount: $299,900.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, Mayor Feinen thanked staff for theirwork on the project. A roll-call vote was taken; all voted yes.
Passed CB-2025-023, “A Resolution Accepting a Bid for the Purchase of One Dump Truck And Declaring One Dump Truck to be Surplus (Public Works Department – Arch Equipment Group LLC)”
Amount: $112,920.00
CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:
City Manager Walls noted that no meeting will be held on February 25, 2025 due to the Primary Election. The next Regular Meeting will be held on March 4, 2025.
VOUCHERS:
CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated January 25, 2025 through February 7, 2025 in the amount of $3,222,444.52. A voice vote was taken; all voted yes.
PAYROLL:
CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated January 31, 2025 in the amount of $2,487,384.88. A voice vote was taken; all voted yes.
INVESTMENTS: None
ADJOURNMENT:
CM Pianfetti, seconded by CM Gladney, moved to adjourn. A roll-call vote was taken; all voted yes.
