City of Gibson Parks, Building & Technology Committee met Feb. 3

Here are the minutes provided by the committee:

Meeting was called to order by Chairman Sarantakos at 6:05 p.m. Present: Aldermen Miller, Tongate and Sarantakos; City Clerk Jan Hall, Fehr Graham Engineer Matthew Johnson, and Ford County Chronicle Reporter Mindy Basi.

Chairman Sarantakos asked Engineer Matthew Johnson to review and explain the differences in the rejections letters from IDPH dated November 14, 2024 and January 9, 2025. Sarantakos noted that 9 of the objections in the 2nd letter had also been cited in the first letter.

Engineer Matthew Johnson / Fehr Graham – took the exceptions one by one and reported he had called the IDPH representative to ask for more specific information. In his opinion, IDPH can be difficult in their review of plans.

Clerk Jan Hall read from the Minutes of the ‘New Pool Committee’ (which is now dissolved) and asked why the previous Engineer, Andy Keiser told us on February 16, 2023 that he had the new plans 99% ready to submit to IDPH, but now 2 years later we have still received several invoice of continued work from Fehr-Graham. Johnson told the committee the plans were not in fact 99% ready as we had been informed.

Hall asked further if it would help to cut the $145K+ slide from plans, due to guard requirements and costs. Johnson stated they plan to issue an alternative bid plan with changes such as this so we will have the best information in accepting a bid.

Alderman Tongate agreed that we all want to see the bids go out ASAP so we can investigate funding options. Hall then reiterated to all – clarifying that from the beginning, this concept is contingent upon financing and interest rates. Passing the 1% increase is dedicated to this project when and if we can afford to finance. If the bids are astronomical, the city may dedicate the 1% increase into a special fund for use when interest rates are lower. Engineer Matt Johnson asked that one or two members from the committee go to Springfield and discuss the exceptions in person, for clarity of all. Sarantakos agreed to go on the 18th or 20th and Matthew will confirm an appointment time and date.

No further discussion, meeting adjourned at 6:55 p.m.
