City of Champaign City Council met Nov. 19

Here are the minutes provided by the council:

The meeting was streamed live on Champaign's cable access channel, CGTV, and on the City’s website at www.champaignil.gov.

There being a quorum present, Mayor Feinen called the meeting to order at 6:00 p.m. following the monthly Township meeting.

ROLL-CALL: Present: Jamar Brown, Michael Foellmer, William Kyles, Vanna Pianfetti, Kathy Shannon, Davion Williams Alicia Beck, Mayor Feinen

Absent: Matthew Gladney

CM Pianfetti, seconded by CM Beck, moved to go into Closed Session to discuss Employment, Compensation, or Performance of an Employee, then to return to the Regular Meeting. A roll-call vote was taken; all voted yes. Council went into Closed Session at 6:05 p.m. and returned at 7:02 p.m.

SPECIAL RECOGNITION:

City Manager David introduced the following new employees: Delisha Brown, Staff Accountant; and newly promoted employees Amanda Corrigan, City Accountant and Miranda Jones Vlazney, Staff Accountant.

Mayor Feinen, joined by representatives from Parkland College, Local 149 Plumbers and Pipefitters, East Central Illinois Building and Construction Trades Council, and Council Member Beck, read a proclamation declaring November 17, 2024, through November 23, 2024, as National Apprenticeship Week.

APPROVAL OF MINUTES:

October 22, 2024 Regular Study Session

CM Pianfetti, seconded by CM Williams, moved to the minutes. A voice vote vote was taken, all voted yes.

CORRESPONDENCE:

• Emails and petitions in favor of a ceasefire resolution and divestment from Isreal

• Draft of proposed ceasefire resolution

• Emails regarding a University of Illinois Event

• Emails in opposition of a ceasefire resolution

• Emails about resolutions regarding international conflict

• Emails regarding CU at Home

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

CM Pianfetti, seconded by CM Williams, moved to consolidate CB-2024-181 and CB-2024-182. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-181, “A Resolution Appointing Jason Dodds to the Code Review & Appeals Board in the City of Champaign”

Passed CB-2024-182, “A Resolution Appointing Benjamin Bloomer to the Human Relations Commission in the City of Champaign”

CM Pianfetti, seconded by CM Williams, moved to adopt the Resolutions. After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-183, “A Resolution Approving the Preliminary/Final Plat of Interstate Research Subdivision No. 2 (Located on the west side of Market Street and Bradley Avenue)”

CM Pianfetti, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-184, “A Resolution Approving the Preliminary/Final Plat of Gail Market Subdivision (Located at the southeast corner Of Market Street and I-57)”

CM Pianfetti, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-185, “An Ordinance Amending the Zoning Map of the City of Champaign to Rezone 605 North First Street from the CB1, Central Business Urban Fringe Zoning District to the CB3, Central Business Campustown Zoning District”

CM Pianfetti, seconded by CM Williams, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-186, “An Ordinance Approving A Special Use Permit to Allow for Transitional Housing in the CN, Commercial Neighborhood Zoning District (1207 South Mattis Avenue)”

CM Pianfetti, seconded by CM Williams, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen and City Attorney Yu, the following members of the audience spoke:

Council comment included concerns about traffic in the proposed area; residents’ concerns about safety, and CU at Home’s partnership with the City. A roll-call vote was taken; all voted yes.

Passed CB-2024-187, “A Resolution Authorizing The City Manager to Execute a Change Order with Heartland Parking, Inc. for Management Services for the Hill Street Parking Deck (Public Works Department – Heartland Parking, Inc., Peoria, Illinois)” 

Amount: $306,000.00

CM Pianfetti, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-188, “A Resolution Authorizing the City Manager to Execute Subrecipient Agreements with Various Agencies (Equity and Engagement Department – Supporting Municipalities for Asylum Seekers Services III)”

CM Pianfetti, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AMD MANAGER COMMENTS:

City Manager David noted that the November 26 Regular Study Session would be cancelled due to lack of agenda items. The next regular Council Meeting will be held on Tuesday, December 3, 2024.

VOUCHERS:

CM Pianfetti, seconded by CM Williams, moved to adopt the vendor payments dated November 2, 2024 through November 8, 2024 in the amount of $1,468,255.47. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Williams, moved to approve the payroll dated November 8, 2024 in the amount of $2,685,679.77. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Williams, moved to adjourn. A voice vote was taken; all voted yes.
