Village of Mahomet Board of Trustees met Nov. 19

Here are the minutes provided by the board:

1. CALL TO ORDER: Meeting was called to order at 6:00 PM 

2. PLEDGE OF ALLEGIANCE 

3. ROLL CALL: Mohr called the roll, Trustee Colravy, Tompkins, Harpst, Oliger and Metzger are all present. Additionally, Sean Widener, Village President, Patrick Brown, Village Administrator, Joe Chamley, Village Attorney and Dawn Mohr, Village Clerk are all present. 

4. PUBLIC COMMENT: Widener opened the public comment with the instructions on how to proceed if they want to talk. In all there were 10 speakers in opposition of the truck stop. The key talking points of each speaker were, Air pollution, Crime, Noise pollution, traffic flow, impact on wildlife, impact on water supply, impact on Lake of the Woods Forrest Preserve, Fuel spills, The impact on property values, light pollution, trash, the integrity of the petitioner, and the image impact to Mahomet. Widener concludes the public comment at 6:34 and thanks everyone for their input. He explains that the petitioner has requested a 60-day extension and what that could mean for the project. He states that it is up to the petitioner to make the next move whether it be a revision of the plans, no revision at all or completely pulling the project. 

5. ORDINANCES, RESOLUTIONS AND OTHER ACTIONS: 

A. FINANCE 

1. Bill List Brown went over the bill list in brief. Widener asked if there were any comments or questions, none are presented. Widener called for a motion to approve the bill list to the consent agenda. Oliger moved and Harpst seconded. Mohr called the roll, ALL VOTES YES 5-0. The bill list is moved to the consent agenda. 

2. October Treasurer's Report: Brown goes over the treasurer's report in brief and highlights the different incomes over the month. He points out that the interest earned for the month of October from all the accounts totaled $58, 848.50. He adds that Fisher National Bank has moved all the accounts to a municipality fund that is more beneficial to the Village. Brown also states that the 5th installment of the real estate taxes have been paid and the 6th installment will reflect the outcome of the protests that are still under review. Metzger asks if there is a dollar amount that the Village will be impacted if the protester wins their argument. Brown stated he didn't have exact figures but likely around $4k. Brown brings up a concern he has with the state's financial crisis. He believes the smaller communities like Mahomet will catch the brunt of the shortfall in the state budget. He is watching the state shared revenues closely and the new budget will be more conservative. Widener asks if there are any comments or questions. None are presented. Widener calls for a motion to move the treasurers report to the consent agenda. Tompkins moved and Metzger seconded. Mohr called the roll, ALL VOTES YES 5-0. The treasurers report is moved to the consent agenda. 

3. A Resolution Accepting the Audit and Annual Financial Report for Fiscal Year Ended April 30, 2024. Brown states that this resolution should have accompanied the audit in October. Widener asked if there were any questions or comments. None are presented. Widener calls for a motion to move the resolution to the consent agenda. Metzger moved and Colravy seconded. Mohr called the roll, ALL VOTES YES 5-0. The resolution is moved to the consent agenda.

B. COMMUNITY DEVELOPMENT: 

1. A Resolution Concerning a Conditional Use Permit to establish a ground mounted solar use as an accessory use in the C-2 General Commercial District. Brown goes over the talking points and receives questions that he does not have the answer for. The petitioner is present and also does not have the answer. Metzger asked if the case could go to the regular agenda on the 26th to give staff time to answer the questions. Widener agrees that it should go before the board on the 26th. NO VOTE ON THIS CONDITIONAL USE. Case will be on the regular agenda on November 26, 2024. 

2. An Ordinance Concerning amending the zoning classification upon annexation of approximately 1.8 acres of land located at 503 S Lake of the Woods Road from County R-1 Single-Family Residence district to Village C-1 Neighborhood Commercial district. Brown states that this case is in direct conjunction with the next case on the agenda. Metzger states that the work has already been done on the property and that they willobtain permits after the fact. Brown answered that the property is not within the Village of Mahomet as of yet and that the petitioner is working on improving the property. It is acknowledged by the board that the improvements are welcomed. Brown also states that the petitioner will be connected to the Village water and sewer and that they have already paid for half of the fees to connect. Widener asks is there are any questions or comments. None is presented. Widener calls for a motion to move the ordinance to the consent agenda. Harpst moved and Tompkins seconded. Mohr calls the roll. ALL VOTES YES 5-0. The ordinance is moved to the consent agenda. 

3. A Resolution Concerning a Conditional Use Permit upon annexation to establish a general service business and dwelling in the C-1 Neighborhood Commercial District. Brown goes over the conditional uses as recommended by the PZC. Metzger states he is concerned about there being residents upstairs. Brown answers that one of the conditions is that there is to be no more than six people living in the unit above the business. Brown adds that there is a civil matter between the petitioner and the neighbor directly to the north in reference to an access waiver. Brown states that the two parties seem to have worked through the issue and that it is not a condition of the permit. The plan and zoning commission felt it was inappropriate to connect the civil matter to the conditional use. Widener asks if there are any questions or comments, none are presented. Widener calls for a motion to move the resolution to the consent agenda. Colravy moved and Tompkins seconded. Mohr called the roll, ALL VOTES YES 5-0. The resolution is moved to the consent agenda. 

6. ADMINISTRATORS REPORT: 

A. Departmental Reports: Brown goes over the reports in brief, Tompkins comments on the high dollar amount on the residential building permits.

7. MAYOR'S REPORT: 

A. November 2024 Board Meeting Calendar Widener asks if there will be any absences at the November 26 meeting. Harpst states that he will be absent.

8. NEW BUSINESS: Tompkins asks the board to acknowledge the Mahomet-Seymour Varsity Volleyball Team for their State Championship. All the board members congratulate them on an outstanding season and the Championship title. Metzger asked Brown how soon before the signs would be available. Brown answered that IDOT is very quick in posting the signs and should expect them by the end of next week. Widener announces that Trustee Preston has resigned as she is no longer eligible to serve since moving out of town. A member of the audience asked how Trustee Preston's chair would be filled. Widener states that the seat is on the ballot as the 2 year term. He follows up asking if the seat would remain vacant until April. Widener stated that he could appoint someone to fill the position at any time and the board would have to approve the nominee. 

9. ADJOURNMENT: Widener calls for a motion to adjourn the meeting. Harpst moved and Oliger seconded. Mohr called the roll, ALL VOTES YES 5-0. The meeting is adjourned at 7:25 PM.
