Village of Mahomet Board of Trustees met Nov. 12

Village of Mahomet Board of Trustees met Nov. 12

Here are the minutes provided by the board:

1. CALL TO ORDER: The meeting was called to order at 6:00 PM 

2. PLEDGE OF ALLEGIANCE 

3. ROLL CALL: Mohr called the roll, Trustees Colravy, Tompkins, Harpst and Metzger are all present. Trustees Preston and Oliger are absent. Additionally, Village President, Sean Widener, Village Administrator, Patrick Brown, Village Attorney, Joe Chamley, Code Compliance Director, TJ Vance, Chief of Police, Mike Metzler and Village Clerk, Dawn Mohr are present. 

4. PUBLIC COMMENT: Widener welcomes all that are in attendance and states that if there is anyone whom wants to address the Board of Trustees, that they can do so at this time. 

Speaker list concerns: 

1. Brent Fountain-Opposed 

a. Noise, 100 decibel's up to 10' away from truck, back up beepers-107 decibels, airbrake purging 90 decibels, air dryer 100 psi/72-75 decibels, guns used to remove tires and grinders 107-130 decibels, 337 feet away from inlet-less than a football field. 

b. Odor, Auxiliary units have a very foul smell, Emission smells-not all trucks are standard, livestock haulers have very obnoxious smells 

c. Heavy traffic the congestion along Prairieview Road will be much worse. Trucks coming from 1-72 will travel through Mahomet to get to truck stop.

2. Steve Witt-Opposed 

a. Concerned over future development like in Oakwood, strip club to be specific 

b. Shortage of workers already in that corridor 

c. Any sort of spill from truck stop flowing into Lake of the Woods 

d. 4 gas stations at this exit 

e. How does this help the schools? Brown answered approximately $100k annually in property tax

3. Alejandra Hernandez-Opposed 

a. Growth is necessary/change inevitable 

b. No consideration for infrastructure 

c. Road expansion 

d. Traffic lights/lack of 

e. Safety for pedestrians/bicyclists 

f. Adversely affect business already established 

g. "ask yourself" is this really the right place for this build?

4. Phillip Miller-Opposed 

a. Crime aspects 

b. Truck stop 

c. Concerns over environmental impacts

5. Terry Howard-spoke in opposition 

6. Sarah Rochnoski-spoke in both opposition and understanding for the need. 

7. Bob Bales-Spoke in Opposition 

a. Impact on property values 

b. No benefit to the area/can't be all about tax dollars 

c. Many other businesses would fit better

8. Danny Stites-Soke in opposition 

9. Alexa Collel-Spoke in opposition 

a. Adding truck stop would be harmful to both humans and animals in the area 

b. Ruin the small town of Mahomet by adding truck stop 

c. Has very personal reasons as to why it is essential to not add this to the area

5. PRESENTATION: Mahomet Music Festival Update - Presentation by David Parsons, Parson's was unable to attend therefore Brown stepped into give the Board the presentation. Brown provided facts and figures about the 2024 festival. He talked about trends with Vendors and sales that are related to the music festival. Brown states that there were deficits in wrist band sales and vendors this past year, however after all the expenses were paid and monies collected the Festival gained a little of $400.00. Widener speaks and states he knows it isn't a lot in the way of profit however the festival is a "quality of life" for the residents, and he is happy when it breaks even. To come out a little ahead is a bonus. He adds that the music festival is basically a $140k party and we just hope everyone shows up. Metzger asked if there were any problems with, the crowd. Brown answered there were very minor problems with public intoxication. Otherwise, he was happy to report no major problems. 

6. ORDINANCES, RESOLUTIONS AND OTHER ACTIONS: 

A. CODE COMPLIANCE: 

1. An Ordinance Amending Chapter 160 "Building and Maintenance Code" (Adopting the 2021 International Residential Building Code with Amendments) Vance explained the changes and fielded questions from Trustee Metzger, how do we notify the builders of the changes. Vance answered that they have been speaking with all the current builders. Vance added that the consensus amongst them were they were already following the 2021 code. The energy code follows the Illinois Energy Conservation Code. Widener asked if there were any questions or comments, none are presented. Widener called for a motion to approve the ordinance for the consent agenda. Metzger moved and Harpst seconded. Mohr called the roll, ALL VOTES YES 4-0. The ordinance is moved to the consent agenda, 

7. ADMINISTRATORS REPORT: 

A. Departmental Reports: Brown went over the reports in brief. 

1. Engineering 

2. Transportation 

3. Water/Wastewater 

4. Police 

8. MAYOR'S REPORT: Widener asked the Trustees if anyone was going to be absent for the future meetings. Harpst stated he would be absent on November 26th.

3. Thanksgiving Holiday Village Offices Closed 

9. NEW BUSINESS: No new business presented. 

10. ADJOURNMENT: Widener called for a motion to adjourn the meeting. Colravy moved and Harpst seconded. The meeting adjourned at 7:25 PM
