City of Champaign City Council met Nov. 12

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:11 p.m.

ROLL-CALL: Present: Alicia Beck, Jamar Brown, Michael Foellmer, Matthew Gladney, William Kyles, Kathy Shannon, Davion Williams, Mayor Feinen

Absent: Vanna Pianfetti

SPECIAL RECOGNITION:

City Manager David introduced the following new employees: Andre Davis, Justice Victim Advocate (Equity & Engagement); Angela Worthey, Justice Victim Advocate (Equity & Engagement); Brendan O’Malley, Electrical Technician (Public Works); and newly promoted employee Betsy Barclay, Community Relations Specialist (Equity & Engagement).

APPROVAL OF MINUTES:

• October 15, 2024 Regular Council Meeting

CM Kyles, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken; all voted yes.

CORRESPONDENCE:

• Emails in favor of a ceasefire resolution and divestment

• Emails in opposition to a ceasefire resolution

• Emails about resolutions regarding international conflict

• Emails regarding a University of Illinois event

• Email advocating for free women’s products

• Emails regarding C-U at Home

CM Kyles, seconded by CM Gladney, moved to acknowledge the correspondence and place on file. A voice vote was taken; all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2024-176, “A Resolution Determining the Amounts of Money Estimated to be Necessary to be Raised by the Tax Levy (Finance Department – Property Tax Levy)”

Amount: $35,572,200.00

CM Kyles, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, City Manager David advised that the truth in taxation notice will be published on the City’s website on November 15, 2024, followed by publication in the News-Gazette on December 7, 2024. The public hearing for the truth in taxation will be held on December 17, 2024. The following member from the audience spoke:

• Dua Aldasouqui, Champaign

Council Member comments included statutory requirements for posting notices; clarification of pension contribution; and requested levy amount. A roll-call vote was taken; all voted yes.

Passed CB-2024-177, “An Ordinance Amending the Salary Schedules and Position Control Report of the City of Champaign for the Fiscal Year 2024-2025 (Human Resources Department)”

CM Kyles, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, the following members of the audience spoke:

• Dua Aldasouqui, Champaign

• Christopher Zelle, Champaign

• Isabel Scott, Champaign

• Steven Maguire, Urbana

• Addison Gray, Urbana

• Berry Zhang, Champaign

Council Member comments included staffing for police officers; union contracts; social services; officer retention, and appreciation to officers for their work. A roll-call vote was taken; all voted yes.

Passed CB-2024-178, “A Resolution Approving a Revised Champaign-Urbana Urbanized Area Transportation Study (CUUATS) Intergovernmental Agreement Between the City of Champaign, City of Urbana, Village of Savoy, Champaign County, University of Illinois, Champaign-Urbana Mass Transit District, Champaign County Regional Planning Commission, and the Illinois Department of Transportation (Planning and Development Department – CUUATS Member Agencies)”

CM Kyles, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following member of the audience spoke:

A roll-call vote was taken; all voted yes.

Passed CB-2024-179, “A Resolution Accepting a Proposal for Leaves and Brush Transport and Recycling Services (Public Works Department – R & R Services of Illinois, Inc., Argenta, Illinois)”

Not-To-Exceed: $175,000

CM Kyles, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following members of the audience spoke:

Council Member comments included appreciation to Public Works staff for their yard waste collection efforts; leaf collection voluntary for residents; adopt-a-drain; and purpose of contract. A roll-call vote was taken; all voted yes.

Passed CB-2024-180, “A Resolution Approving

a Professional Services Agreement with Farnsworth Group, Inc., for the Council Chambers Renovation Design Project (Public Works Department – Farnsworth Group, Inc.)”

Amount: $108,425.00

CM Kyles, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following members of the audience spoke:

COUNCIL AMD MANAGER COMMENTS:

Council Member comments included support for the LGTBQ+ community, and the financial impact of the shelter referendum.

City Manager David noted the administration requests a Closed Session to discuss Employment, Compensation, or Performance of Employees.

VOUCHERS:

CM Kyles, seconded by CM Gladney, moved to adopt the vendor payments dated October 5, 2024, through November 1, 2024, in the amount of $8,202,807.60. A voice vote was taken; all voted yes.

PAYROLL:

CM Kyles, seconded by CM Gladney, moved to approve the payroll dated October 11, 2024, in the amount of $2,371,706.21, and the payroll dated October 25, 2024, in the amount of $2,295,623.65. A voice vote was taken; all voted yes.

INVESTMENTS:

CM Kyles, seconded by CM Gladney, moved to approve the investments dated October 9, 2024, in the amount of $11,995,746.26. A voice vote was taken; all voted yes.

ADJOURNMENT:

CM Kyles, seconded by CM Gladney, moved to adjourn to Closed Session to discuss Employment, Compensation or Performance of Employees. A voice vote was taken; all voted yes.

The meeting adjourned at 10:35 p.m.
