City of Monticello City Council met Oct. 28
Here are the minutes provided by the council:
Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Josh Bledsoe with Calvary Baptist Church then led the Council in prayer. Roll call was taken by the City Clerk.

A motion was made by Alderman Koon, and seconded by Alderman Pearcy, to approve the Consent Agenda items. The motion passed 8-0.
Mayor’s Report:
Congratulations to Melissa Good, winner of the 2024 Monticello Bootcamp New Business Grant.
Melissa has substantially renovated the building at 214 W Washington Street and will be opening Balance + Beauty, a spa, in early December.
Upcoming Events include Trick or Treating on Halloween and the annual Veteran’s Day Parade on Veteran’s Day.

Resolution 2024-48: A Resolution to Accept an Electric Supply Agreement for Purchase of Electricity for City Accounts and Street Light Accounts
The City’s current contract for electric aggregation for municipal facility and street light accounts is set to expire in February of 2025. Good Energy, L.P., the City’s electric aggregation consultant, recommends taking advantage of the favorable rates currently on the market, and renewing/extending the contract. Good Energy L.P. has ascertained and provided the most up to date quotes from a list of electric suppliers for the purchase of electricity for select municipal building and street light accounts. The quotes, given to the Council, include a variety of term lengths as well as multiple pricing options. Jerod McMorris with Good Energy L.P. was available remotely for questions from the council. Alderman Reed suggested we go with Homefield Energy and the 48-month term, and the Council concurred.
A motion was made by Alderman Burris, and seconded by Alderman Cary, to approve Resolution 2024-48 with Homefield Energy and a 48-month term added. The motion passed 8-0.
Resolution 2024-49: Resolution Authorizing the Execution of the IMLRMA Minimum/Maximum Contribution Agreement
This resolution renews the city liability and worker’s compensation coverage for calendar year 2025. The $201,936.06 premium reflects an almost 3% increase and takes advantage of the min/max program and a 1% early pay discount.
A motion was made by Alderman Pearcy, and seconded by Alderman Yoon, to approve Resolution 2024-49. The motion passed 8-0.
Resolution 2024-50: A Resolution to Designate City Holidays and City Council Meeting Dates for Fiscal Year 2025
A motion was made by Alderman Pearcy, seconded by Alderman Cary, to approve Resolution 2024-50. The motion passed 8-0.
Aldermen’s Report:
Alderman Lively appreciated the completion of Grant Street and said it looks beautiful.
Police Chief’s Report:
MPD is accepting applications again and Chief Bross said he is encouraged by the quality of this round of applicants. The new radios go live the 2nd week of November and are much better on reception (no dead areas). Chief shared an incident that occurred at the station last week and personally thanked Chief Rupkey for his assistance in subduing an individual. He also thanked Lt.
Sheehan, Lt. Pelz, and Doug Winder.
Fire Chief’s Report:
Chief Rupkey shared the department was busy in September, and they held an extra training. He appreciated the two firefighters approved by Council last month, and thanked Scott Bailey for his help with the ISO Rating. The rating is a 5 now, and we will find out in March/April if the rating changes.
City Administrator’s Report:
Terry appreciated the time the Council spent last week completing the budget committee meetings.
The proposed FY2025 budget will be on the November 12th agenda, and department heads will be present. We are still waiting for numbers on the Freedom Park redesign and the phased and reduced-scale design for Oberheim Park. Our Public Works Department began laying asphalt today on the tennis and pickleball courts at Burke Park.
Closed Session: 5 ILCS 120/2 (c)(11) Litigation: Pending or Imminent
At 7:24pm a motion was made by Alderman Brock, and seconded by Alderman Burris, to enter into Closed Session 5 ILCS 120/2 ( c)(11) Litigation: Pending or Imminent. Mayor Stoner stated that following Closed Session there would be no further action taken in Open Session.
At 7:44pm, a motion was made by Alderman Brock, and seconded by Alderman Burris, to come out of Closed Session.
A motion was made by Alderman Brock, seconded by Alderman Cary, to adjourn the meeting at 7:45pm.
