City of Monticello City Council met Oct. 15

Here are the minutes provided by the council:

The City Clerk called the meeting to order and led the Council in the Pledge of Allegiance, and Alderman Burris led the Council in prayer. Clerk Potts asked for a motion from the Council to nominate an alderman to serve as Mayor Pro-Tem in Mayor Stoner’s absence. A motion was made by Alderman Reed, and seconded by Alderman Pearcy, to appoint Alderman Brock as Mayor ProTem. The motion carried. Roll call was then taken by the City Clerk.

Absent: STONER, LIVELY, BROADRICK, YOON

Also Present: Terry Summers, City Administrator; Maura Metcalf, Finance/HR; Chief Rob Bross, MPD

A motion was made by Alderman Reed, and seconded by Alderman Pearcy, to approve the Consent Agenda items. The motion passed 7-0.

Mayor’s Report:

Welcome to OSF Healthcare who will be opening a primary care clinic at 777 W Bridge Street in Monticello. Upcoming events include the 10th Annual Nightmare at Fox Hill, Witches’ Night Out in downtown Monticello, and the annual city-wide food drive.

Ordinance 2024-46: An Ordinance Enacting and Adopting a Supplement to the Code of Ordinances for the City of Monticello, Illinois

This Ordinance adopts Supplement 26, which formally incorporates the changes made from previously adopted ordinances approved from December, 2023 through June, 2024, and identified in Exhibit A of the Ordinance, into the Municipal Code. Terry Summers reviewed the ordinances that are being codified.

A motion was made by Alderman Reed, and seconded by Alderman Cary, to approve Ordinance 2024-46. The motion passed 7-0.

Aldermen’s Report:

Alderman Burris said the progress is looking good at Burke Park. Alderman Koon said Homecoming this year was a great day, and shared accolades he heard about Monticello. Parking on the square during the parade was discussed.

Police Chief’s Report:

Chief Bross reports the Monticello Middle School will be conducting an Alice drill tomorrow.

Trick or Treat hours will be 5-8pm on Halloween. Chief Bross reminded all of the importance of residents having home security cameras on and recording. He discussed the recent bridge strike that occurred at the Marion overpass and resulted in the street being closed for a while. When this occurs, Norfolk and Southern must be called and they have to inspect the integrity of the bridge before it is reopened, thus the road closure.

City Administrator’s Report:

Terry Summers outlined the upcoming budget process. Next week will begin the two-person budget committee meetings (October 21-24):

Pearcy/Burris Administration

Brock/Lively Police and Fire

Cary/Broadrick Sewer and Water

Yoon/Reed MFT, Streets and Capital Improvements

Proposed FY2025 Budget Presentation and Discussion November 12th Council Meeting

Proposed FY2025 Budget Approval November 12th Council Meeting

December 9th Council Meeting

Alderman Koon asked if there will be an update on Oberheim Park as that is needed for budgeting. There will be a presentation on Oberheim Park/other projects engineering at the November 12th Council Meeting.

Closed Session: 5 ILCS 120/2 (c)(22) Review of Closed Session Minutes

At 7:22pm a motion was made by Alderman Burris, and seconded by Alderman Pearcy, to enter into Closed Session 5 ILCS 120/2 ( c)(22) Review of Closed Session Minutes. Mayor Pro-tem Brock stated that following Closed Session, action would be taken on Resolution 2024-47 in Open Session.

At 7:26pm, a motion was made by Alderman Burris, and seconded by Alderman Pearcy, to come out of Closed Session.

Resolution 2024-47: Release of Closed Session Minutes

The Council discussed and reviewed the Closed Session Minutes and determined the following minutes should be released: February 12, 2024. This will be added to Resolution 2024-47.

A motion was made by Alderman Woodham, and seconded by Alderman Burris, to approve Resolution 2024-47. The motion passed 7-0.

A motion was made by Alderman Burris, seconded by Alderman Pearcy, to adjourn the meeting at 7:27pm.
