City of Monticello City Council met Sept. 23

Here are the minutes provided by the council:

The meeting was called to order at 7: 00pm by acting clerk, Callie McFarland. A motion was made by Alderman Reed, seconded by Alderman Woodham, to appoint Alderman Brock as Mayor pro tem. Motion carried.

ROLL CALL: Present: Koon, Brock, Pearcy, Burris, Lively, Cary, Woodham, Reed, Yoon

Absent: Broadrick, Mayor Stoner, Clerk Potts

Also Present: Jim Grabarczyk, Capital Improvements Manager

PUBLIC PARTICIPATION:

Tony Kirkman, director of the Piatt County Mental Health facility, spoke on the referendum request to establish a Community 708 Mental Health Board. Piatt County is one of two counties in the region that does not have a 708 Board.

CONSENT AGENDA:

With questions, a motion was made by Alderman Woodham, and seconded by Alderman Pearcy, to approve the Consent Agenda. A voice vote was taken and the motion carried with all present voting yes.

MAYOR' S REPORT:

None.

NEW BUSINESS:

Mayoral Appointment— Kimberly Siebert& Caleb Grove Monticello Fire & Rescue Department.

A motion was made by Alderman Koon, seconded by Alderman Burris to approve the appointment of Kimberly Siebert and Caleb Grove as volunteer firefighters on the Monticello Fire & Rescue Department. Motion carried.

Mayoral Appointment— Seth Floyd Monticello Fire & Police Commission( 3- yr term l

A motion was made by Alderman Burris, seconded by Alderwoman Yoon to approve the appointment of Seth Floyd for a 3- year term on the Monticello Fire & Police Commission. Motion carried.

Mayoral ppointment— Lt. David Lansford, Police Pension Board.

A motion was made by Alderman Koon, seconded by Alderman Reed to approve the appointment of Lt. David Lansford to the Monticello Police Pension Board. Motion carried.

Ordinance 2024- 45; An Ordinance Approving a Final Plat of Woods Place, Monticello, Piatt County.

Mr. Grabarczyk review the replat request as a lot line adjustment for the two parcels associated with 830 Allerton Road. The owners, Woods Place, LLC, would like to sell off one parcel, and retain the remaining parcel. As per code 152. 002, this constitutes a minor subdivision process, and requires council approval by ordinance. With no questions, a motion was made by Alderwoman Yoon, seconded by Alderman Cary, to approve Ordinance 2024- 45. Motion carried.

ALDERMEN' S/ ALDERWOMEN' S REPORT:

Alderwoman Lively complimented the Buchanan/Grant Street road project.

POLICE CHIEF' S REPORT:

Police Chief Bross echoed the comments made by Tony Kirkman, and appreciated Piatt County Mental Health Center' s services and support offered to the community. The school relocation drill has been rescheduled to October 3rd. Two officers have put in over 130 hours of overtime this year so far.

CITY ADMINISTRATOR' S REPORT:

None.

MEETING ADJOURNMENT:

With no further business, a motion was made by Alderman Burris to adjourn the meeting. Motion seconded by Alderman Pearcy, and the meeting adjourned at 7: 20pm.
