City of Champaign City Council met Aug. 6

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:41 p.m.

ROLL-CALL: Present: Michael Foellmer, Matthew Gladney, William Kyles, Vanna Pianfetti, Kathy Shannon, Davion Williams, Alicia Beck, Jamar Brown, Mayor Feinen

Absent: None

SPECIAL RECOGNITION: None

APPROVAL OF MINUTES:

• May 17, 2024 Community Civic Event – Champaign Neighborhood Network Conference

• May 31, 2024 Community Civic Event – Market Street Ribbon-Cutting Ceremony

• July 9, 2024 Regular Study Session

• July 11, 2024 Community Civic Event – CNNC Live! In Carver Park

• July 12, 2024 Community Civic Event – Downtown Plaza Phase 1 Groundbreaking

• July 16, 2024 Regular Council Meeting

CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken; all voted yes.

CORRESPONDENCE:

• 14 emails, as of August 6, 2024 at 5:00 p.m. in favor of divestment from Israel

• 1 email, as of August 6, 2024 at 5:00 p.m. regarding the ongoing genocide in Gaza and upholding 1st amendment rights

CM Pianfetti, seconded by CM Gladney, moved to acknowledge the correspondence and place on file. A voice vote was taken; all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2024-129 and CB-2024-130. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-129, “A Resolution Designating a Portion of Taylor Street as Honorary Mark Rubel Way (Public Works Department – Between Market Street and Walnut Street”

Passed CB-2024-130, “A Resolution Designating a Portion of Bradley Avenue as Honorary Charles Nash Sr. Way (Public Works Department – Between Prospect Avenue and Willis Avenue)”

After a brief explanation of the Council Bills by Mayor Feinen, the following members from the audience spoke:

• Sasha Rubel

• Delores Nash, Champaign

A roll-call vote was taken; all voted yes.

Passed CB-2024-131, “A Resolution Approving the Purchase of Wireless Networking Equipment, Network Security Software, and Implementation Services (Information Technologies Department – Qubit Networks LLC)”

Amount: $189,086.71

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-132, “A Resolution Approving the Purchase of Wireless Networking Equipment, Network Security Software, and Implementation Services (Information Technologies Department – Qubit Networks LLC)”

Amount: $58,500

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-133, “A Resolution Approving the Purchase of Wireless Networking Equipment, Network Security Software, and Implementation Services (Information Technologies Department – Qubit Networks LLC)”

Amount: $248,019.29

Minority Incentive Not-To-Exceed: $3,100.24

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:

Council Member comment included effective engagement with citizens.

City Manager David noted there will be no Council meeting on August 13, 2024, and the administration requests a Closed Session meeting to discuss Collective Negotiating matters.

VOUCHERS:

CM Pianfetti, seconded by CM Gladney, moved to approve the vendor payments dated July 6, 2024, through July 26, 2024, in the amount of $5,803,307.72. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated July 19, 2024, in the amount of $2,503,546.41. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Gladney, moved to recess to Closed Session to discuss Collective Negotiating matters, followed by adjournment. A roll call was taken on the motion to adjourn; all voted yes.

The meeting adjourned at 9:21 p.m.
